The pre-solicitation notice aims to conduct market research to determine potential sources capable of meeting the agency's requirements and improve small business access to acquisition information. Potential manufacturers must demonstrate extensive manufacturing capabilities, including facility readiness, technical data package verification, and government specification compliance. The procurement is not set aside for small businesses, with the government indicating that supplies are available from a limited number of sources, primarily Elbit America and Lockheed Martin. The estimated quantity is 14 units, with a delivery schedule targeting completion on or before July 26, 2026. The qualification process is comprehensive, involving a 90-day timeline and an estimated qualification cost of $4,800, with manufacturers required to submit a qualification test plan and conduct extensive testing. The contract is subject to Free Trade Agreements, and while successful qualification does not guarantee contract award, manufacturers must be prepared to provide a post-contract first article exhibit to verify production capabilities.
