About this opportunity

The Defense Logistics Agency Aviation is conducting market research to procure an F-16 electronic component (NSN: 5998-01-322-7746, P/N: 16E10150-801) through this combined Request for Information and Synopsis. This is a pre-solicitation notice designed to identify capable sources, determine if commercial or non-developmental items are available, and enhance competition among potential contractors. Interested parties must demonstrate manufacturing qualification capabilities, including facilities and testing capabilities that meet ESA-approved engineering specifications, with an estimated qualification cost of $4,800 and a 90-day completion timeline. The government will evaluate source qualification based on technical data verification, submission of qualification test plans, and provision of pre-contract award qualification articles. Interested parties may contact the contracting officer, Kody Quayle, at 385-519-8570 or kody.quayle@us.af.mil, with a deadline of 15 days from the notice publication date (November 12, 2025) for parties to express interest in satisfying requirements with commercial items. The overall due date for responses to this pre-solicitation notice is November 28, 2025.

This procurement carries no small business set-aside designation, allowing all responsible sources to submit capability statements, proposals, or quotations for consideration. The requirement calls for an estimated quantity of 8 units with an estimated delivery schedule of November 30, 2027, providing contractors with approximately two years from contract award to fulfill delivery obligations. No specific award value or budget range is disclosed in the pre-solicitation notice. The government has indicated it does not currently plan to utilize commercial item acquisition policies under Part 12 in the formal solicitation, though interested parties may still propose commercial solutions. Source qualification waivers are available for potential contractors who have previously supplied similar articles to the government or original equipment manufacturers, are qualified for related part numbers, or maintain equivalent manufacturing capabilities. Successful qualification does not guarantee contract award, and the government retains the right to conduct post-award inspections and may require first article exhibits to verify production capability.
