About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking to procure Canopy Actuated Release Bolts (CARB) for F-16 aircraft ejection systems. This pre-solicitation notice indicates a planned procurement of ballistic devices made of high-strength steel with a small explosive charge, specifically designed for aircraft life support systems. The procurement is limited to two qualified vendors: Pacific Scientific Energetic Material Company and Rockwell Collins, Inc. The proposed solicitation will be available on SAM.gov around August 26, 2024, with an estimated contract award date of October 2024. Interested contractors must submit a qualification package, particularly those not already pre-qualified, and all potential sources may submit capability statements, proposals, or quotations for consideration.
The contract opportunity is not set aside for small businesses and involves significant quantities across multiple military branches. The estimated procurement includes 271 units for the United States Air Force, 25 units for the Navy, and 745 units for Foreign Military Sales. The specific technical specifications include a ballistic device with precise dimensions: 3.15 inches in length, 1.25 inches in diameter, containing .0018 pounds of explosive charge. The procurement falls under NAICS category 325920 for Explosives Manufacturing and PSC category 1377 for Cartridge and Propellant Actuated Devices. Contractors must meet specific technical and qualification requirements, and the government reserves the right to proceed with award without delaying the process to allow additional qualification submissions.
