About this opportunity

The U.S. Department of the Air Force Materiel Command Lifecycle Management Center is issuing a follow-up Sources Sought notice for F-15SA Programmed Depot Maintenance (PDM) for the Royal Saudi Air Force, with responses due by June 30, 2026. This is market research only and does not constitute a request for proposal or guarantee future contract award. The notice solicits industry feedback on updated program requirements based on previous industry input.

Depot maintenance will be performed at a contractor facility in Saudi Arabia under Foreign Military Sales authority. The first four aircraft will be inducted under the basic contract for validation and verification; the entire program encompasses 145 F-15SA aircraft (82 production and 63 converted), contingent on RSAF funding all options and USG exercising them. Aircraft must be delivered at a maximum flow of 230 days per aircraft with a standard flow of 117 flow-days, achieving 15 aircraft within nine months. Work includes aircraft receipt, inspection, disassembly, structural and systems maintenance, nondestructive inspections, and functional check flights; repaired aircraft must achieve 97.5% monthly quality standard with no Category I Major findings and no more than one Category II Major finding during post-PDM receiving inspection.

Bidders must identify existing facilities where UIL inspections critical to flight safety will be performed. Respondents should address five key questions: provide feedback on the Performance Work Statement and Work Specification; review the Government Furnished Equipment list for omissions or unnecessary items; submit rough order of magnitude price estimates; and advise on intellectual property treatment in the PWS. Saudi Arabia's Industrial Participation Policy requires contractors to achieve 60% industrial participation commitment of total contract value through localization and capability development activities within the Kingdom.
