About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base seeks development and integration of Autotest software into the Digital Electronic Warfare System Mission Data File for the F-15QA Foreign Military Sales fleet, with proposals due May 27, 2026, and questions due May 1, 2026. This is a fair opportunity delivery order under the Enterprise-Wide Agile Acquisition Contract (EWAAC) multiple-award IDIQ restricted to vendors capable of award under that vehicle; it is a Total Small Business set-aside.
Place of performance is Eglin Air Force Base, Florida. The contractor must develop software that controls the Advanced Architecture Phase Amplitude and Time Simulator, ingests Digital Electronic Warfare System System Under Test output messages, applies adjudication logic for pass/fail determinations, produces government-formatted reports, and includes a graphical user interface. The software must process messages at or faster than system output rates, maintain message lineage records, achieve accuracy equal to or exceeding manual procedures, and maintain stability for 8 hours (threshold) to 12 hours (objective) without manual intervention. All contractor personnel must obtain Common Access Cards and maintain a minimum SECRET security clearance per DoD and Air Force requirements. The base period runs from May 15, 2026, through April 30, 2027, with two optional one-year extensions. The contract type is Cost Plus Fixed Fee. The government provides hardware at no cost; the contractor supplies all equipment, materials, and services.
Evaluation uses Lowest Price Technically Acceptable methodology, with Technical Approach and Past Performance weighted more heavily than Price. Award goes to the lowest-priced proposal rated Acceptable on all non-cost factors. Proposals must be submitted in three volumes: cover letter and technical approach (no page limit), pricing in Excel format, and past performance questionnaires completed by customer contacts and returned by May 20, 2026.
