About this file
This is a Questions and Answers document (Attachment #5) for Fair Opportunity Proposal Request (FOPR) FA8634-26-R-B011 issued on 13 May 26 for the Enterprise-Wide Agile Acquisition Contract (EWAAC) F-15 Qatar Digital Electronic Warfare System (DEWS) Mission Data File (MDF) Autotest Software Effort.
The procurement addresses development of autotest software for the DEWS system installed on the F-15QA aircraft fleet. Key technical details include: the 68 EWS at Eglin AFB is the sole deployment facility; the system uses NFS Protocol and/or 1553 Data bus communications; A2PATS scenario definitions are text-based; F-15 Mission Data Files are in XML format; and the Government will provide necessary interface control documentation through coordination with Textron. Personnel requirements mandate a SECRET security clearance and Common Access Card (CAC), with Government sponsorship provided for the CAC. Proposals are evaluated using Lowest Price Technically Acceptable (LPTA) methodology with Technical Approach and Past Performance as non-cost factors; price realism and reasonableness will be applied, and unbalanced pricing criteria have been removed. The contract type is Cost Plus Fixed Fee (CPFF) due to the developmental nature of the effort. Two option years are included for maintaining and updating the autotest software. The Past Performance Questionnaire deadline was extended to no later than 20 May 26, while proposal submissions are due 11 May 26. Attachment 3 clauses are provided for reference only, and contractors may submit a single sanitized pricing file rather than separate subcontractor pricing submissions.

FOPR Attachment 1-
SOW, pg. 1
Yes, the 68 EWS is the only facillity planned for deployment of this product. 68 EWS is the sole provider of MDF's for FMS customers.
What specific EW systems are we working with for the F-15QA aircraft? IS EPAWSS state-side weapon system only?
FOPR Attachment 1-
SOW, Section 4.0
The Digital Electronic Warfare System (DEWS) is the specific system being utilized on the F-15QA Fleet.
EPAWSS is not installed or utilized on this fleet.
3 If the A2PATS system has an existing external interface control function, will the Government provide interface control documentation (ICDs) for A2PATS interfaces and DEWS System Under Test (SUT)? This will allow us to fully evaluate the scope of
FOPR Attachment 1- SOW, Section 4.0
The 68 EWS will work with Textron to get all documents requriered by STR to complete the contracted job.

9 What is the page limit for Factor 1 Technical Approach? The SOW says to "see below", but under "G (1)" on page 3 of the SOW no page limit is listed
SOW Section G (1) Contractors may use as many pages as they deem fit to convey meeting the Factor 1 criteria. Please be concise.
10 1. The RFP currently lists 2 Option Years. Are option years 2 and 3 intended for additional scope beyond the Auto Test feature development and associated hardware (such as bug fixes and feedback, additional capability, or new aircraft with new ICD)?
Yes, The 2 Options will be utilized for maintaining updates to to the Autotest software.
11 Please clarify the due date for completed Attachment 7 PPQs for Factor 3--Past Performance. Does the government intend to collect

Government Answer
Enterprise-Wide Agile Acquisition Contract (EWAAC), F-15 Qatar Digital Electronic Warfare System (DEWS) Mission Data File (MDF) Autotest Software Effort
Are there any price realism considerations, or only reasonableness?
FOPR Attachment 2- Instructions for
Offerors, pg. 3-5
There will be utilization of price realism along with price reasonableness.
For FACTOR 2 Cost/Price, we suggest the government consider removing the Unbalanced Pricing evaluation criteria. In the price evaluation “unbalanced pricing” is mentioned but since this work is software development that would require initially more hours and thus cost in the base year and then will transition into operations and maintenance for the option periods, unbalanced pricing would not be a viable evaluation criteria due to the situation that the option year pricing may decrease as compared to the base year. Reference: E.
Unbalanced pricing. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one (1) or more contract line items is significantly over or understated. The
Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
FOPR Attachment 2- Instructions for
Offerors, pg. 5-6 Unbalanced Pricing is removed.

Please clarify if all provisions and clauses in Attachment 3 are required to be submitted with proposal, or if they are for reference and up-to-date SAM records are sufficient.
FOPR Attachment 3- Draft Provisions &
Clauses
Attachment 3 clauses are referenced to give Contractors perspective into what clauses will be incorporated into the contract.
18 SOW indicates a Trusted position for clearance level; however, it was unclear on the DD-254 as to the clearance level of this program. Can the government clarify what the overarching clearance requirements will be?
FOPR Attachment 4- Draft DD-254 The clearance level for the DEWS System is SECRET level.
CLIN 0001 notes a start date of 15 May 26 but proposals are not even due till 5/11, is this accurate? FOPR Attachment 6
Please note that the dates mentioned for the CLINs are just for reference and that PoPs will be for the duration of a year. Accurate PoPs will be established at Contract
Award.
20 Attachment 6 CLIN Pricing has a Data CLIN, is it correct to assume that is for the various CDRLS noted in the SOW? There is no specific Data CDRL.
FOPR Attachment 6 The Data CLIN will be established to cover various CDRLs noted in the SOW.
21 Attachment 6 of the RFP, “Atch 6 - FA8634-26-R-B011 Schedule B CLIN Pricing Schedule.xlsx,” indicates a CPFF contract type. Would the government consider alternative contract types, specifically an
FFP?
FOPR Attachment 6 Due to the developmental nature of this effort, CPFF is the government approach for CLIN type.
