About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base is seeking production and sustainment of Data Transfer Module (DTM) II Removable Memory Modules (DRMMs) for F-15 E and EX aircraft. The procurement focuses on two specific types of memory modules: an Operations (OPS) DRMM for mission-related information storage and a Maintenance (Mx) DRMM for maintenance-related data transfer. Key technical requirements include USB 3.0 interface, 256Gb and 512Gb storage capacities, 100 Megabytes/sec transfer rate, maximum 1.5-pound weight, and a Technology Readiness Level of 8 or higher. The Sources Sought Synopsis indicates that potential contractors must provide detailed capabilities, technical specifications, and production timelines within a 30-page response. Responses are due by April 7, 2025, and must be submitted electronically to Ashton Kiplinger.
The acquisition strategy remains flexible, with potential approaches including full and open competition, small business set-aside, or sole source procurement. While no specific set-aside has been designated, the Air Force appears open to small business participation. The contract will support replacing existing F-15 DTM I and Digital Mapping System devices, with modules designed to transport data between ground stations and aircraft. The procurement is part of the Digital Aircraft Data Storage System (DADSS) Phase I effort, which developed the DTM II system design. Although specific award values are not explicitly stated, the comprehensive technical requirements suggest a sophisticated and potentially high-value contract for aerospace product manufacturing. The timeline extends through April 2025, indicating a multi-year procurement and sustainment approach for these critical aircraft data transfer modules.

Update #2 · Latest ·
The Data Transfer Module (DTM) II Program is investigating the possibility of entering into a Production and Sustainment contract for the Operations (OPS), Maintenance (Mx) DTM II Removable Memory Modules (DRMMs), and Interface Adapter Kits (IAKs) to support the F-15 E and EX aircraft. The Digital Aircraft Data Storage System (DADSS) Phase I effort resulted in a DTM II system design that can replace the existing F-15 DTM I and Digital Mapping System (DMS) devices. Both DRMMs will be utilized to transport data from ground stations to the aircraft and vice versa. The OPS DRMM is used to store mission-related information, which may be classified, between the Joint Mission Planning System (JMPS) and the aircraft. The Mx DRMM is used to store and transfer maintenance-related information between the Fully Automated Debrief Station (FADS) and the aircraft.
