About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting a sources sought synopsis to identify potential contractors for supporting and maintaining the Automated Weight and Balance System (AWBS) software used by the United States Air Force. The software automates the generation of flight clearance forms (Form F) for government aircraft, specifically for F-15C/D/E/EX models. Contractors will be expected to provide help desk support (70% of work), software maintenance and bug fixes (15%), and develop new software capabilities (15%). Key qualifications include experience with technical research, loading configuration updates, and the ability to handle classified materials. The synopsis requires interested vendors to submit detailed capability statements addressing their relevant experience, facilities, and quality assurance processes, with responses due by February 26, 2025, at 4:30 PM EST.
The procurement is not set aside for any specific business category, meaning both large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate under NAICS code 541512 for Computer Systems Design Services. The current incumbent contractor is Lockheed Martin Aeronautics Company, which has previously developed similar systems for multiple aircraft platforms including the A-10, F-16, C-5, C-130, and B-2. While specific award values are not disclosed in the synopsis, the contract appears to be structured for a five-year period with comprehensive software support requirements. The system itself is critical for calculating complex aircraft parameters such as center-of-gravity limits, moments, in-flight limits, and fuel weight limits, which are essential for ensuring aircraft safety and operational effectiveness.
