About this file
This is a Sources Sought Synopsis issued by Robins Air Force Base seeking potential contractors to support and maintain the F-15 Automated Weight and Balance System (AWBS) software over a five-year period. The AWBS software automates the generation of Form F flight clearance forms for government aircraft, which must be completed before each flight to ensure safety.
The required services include providing help desk support (70% of work), software maintenance/bug fixes (15%), and new software capability development (15%) for the F-15C/D/E/EX Automated Form F software. Key tasks include supporting field users, researching technical orders to determine new loading configurations, updating loading charts, and conducting technical interchange meetings. The software calculates center-of-gravity limits, moments, in-flight limits, and fuel weight limits. Responses are due by February 26, 2025 at 4:30PM EST. The work falls under NAICS code 541512, and both large and small businesses are encouraged to participate, including joint ventures and teaming arrangements. Interested vendors must submit detailed capability statements addressing their relevant experience, facilities, quality assurance processes, and ability to handle classified materials. The incumbent developer is Lockheed Martin Aeronautics Company, which developed similar systems for multiple aircraft including the A-10, F-16, C-5, C-130, and B-2.

DESCRIPTION:
This effort requires engineering technical services to perform software maintenance for the F-15 AWBS Automated Form F. The Automated Form F (AFF) is an aircraft specific Windows based computer program to automate generation of flight clearance forms, known as a Form F, for government aircraft. AFFs must be generated prior to each flight to ensure safety of flight. AFF generators have been developed by Lockheed Martin Corporation, acting through its Lockheed Martin Aeronautics Company (LM Aero) for the A-10, F-15, F-16, C-5, C-130, and B-2. AFF uses aircraft effectivity data to determine the aircraft Model Design Series type to calculate the forward and aft limits and determine fuel tank capacities. It calculates all Center-of-Gravity limits, moments, in-flight limits, and fuel weight limits. AFF also calculates most forward and most aft conditions.
This requirement is for the maintenance of the F-15C/D/E/EX AFF software over the next five years. This entails: Providing a help desk type support for the AFF and AWBS software system for field users, researching current -5 Technical Orders (TO) (government provided) to determine new loading configurations that are possible for the F-15 airframe and update the applicable loading charts in AFF; and also hold technical interchange meetings to train field users, discuss changes to the software, and issues that could arise due to certain loading conditions. Overall work breakdown is roughly 70% help desk support/training, 15% software maintenance (bug fixes), and 15% new software capability (chart updates with Time Compliance Technical Order (TCTO) changes). New software releases occur once a year. These changes contain chart updates that occurred due to TCTOs and weapon stores changes.
