About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base has awarded a sole-source follow-on Indefinite Delivery/Indefinite Quantity contract to Lockheed Martin Aeronautics Company for sustainment and software development services for the F-15 Automated Form F system and Automated Weight and Balance System on July 4, 2026.
The justification cites FAR 6.302-1, only one responsible source. Lockheed Martin possesses exclusive proprietary rights to the AWBS software source code and data rights necessary to operate the system across multiple DoD aircraft platforms. The Government conducted market research including a Sources Sought synopsis posted to SAM.gov on February 11, 2025, which generated three vendor responses; all were deemed incapable due to lack of AWBS experience and proprietary data access. Lockheed Martin declined the Government's May 15, 2025 inquiry regarding sale of technical data package rights. A cost breakeven analysis determined that developing an organic automated weight and balance system would require 63 years to achieve equivalent cost savings, with a 62.3-year payback period, establishing sole-source procurement as the least costly alternative.
The contract consists of five one-year ordering periods from December 31, 2025 through December 30, 2030, with Firm Fixed Price and Cost Reimbursable-No Fee contract line items. Operations and Maintenance funding supports Air Force requirements. Place of performance information is not specified. The Government will continue engagement with Lockheed Martin regarding Technical Data Package procurement feasibility during contract performance to reduce future competition barriers.
Notice text
Automated Form F (AFF) is an aircraft specific computer program to automate generation of flight clearance forms, known as
Form Fs, for DoD aircraft. Form Fs must be generated prior to each flight for each specific aircraft type to ensure safety of
flight. Automated Form F generators have been developed by Lockheed Martin Aeronautics (LM AERO) for the A-10, F-15, F-16,
F-22, F-35, F-117, C-130, C-5, B-2, and U-2. These Form F generators have proven to be the best way to take the weighing data
stored in the Automated Weight and Balance System (AWBS) and complete aircraft specific Forms Fs for each load, with limits,
load items, and fuel automated for the specific airframe. As aircraft configurations change and new modifications are
developed, aircraft weight and balance becomes increasingly complex and requires new tools and updates to existing tools to
ensure that aircraft are flying safely and within their weight and center of gravity limits. Technologies are changing rapidly,
requiring the existing AFF to be updated frequently to ensure the most up-to-date tools and technologies are being used. This
effort is for the software maintenance of the F-15 AFF system.
Awarded contract FA850526DB001 to unknown vendor for unknown amount on 2026-07-04.
