About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking engineering services for the F-15 Automated Weight and Balance System (AWBS) and Automated Form F (AFF) software support. The AFF is a Windows-based program designed to automate the generation of flight clearance forms for government aircraft, while the AWBS system supports weight and balance calculations for F-15 operations. Key contract requirements include providing help desk support to field users, researching Technical Orders (TOs) to determine loading configurations for the F-15 airframe, and updating applicable charts within the AFF system. This procurement falls under the Computer Systems Design Services category (NAICS 541512) and IT and Telecom Business Application/Application Development Software as a Service (PSC DA10). The pre-solicitation notice was posted on October 20, 2025, with a comment deadline of November 4, 2025, and the formal RFP is planned for release on November 5, 2025. Interested parties should contact Tyler Smith at 478-926-4598 (tyler.smith.53@us.af.mil) or Greg Hendricks at 478-926-1366 (gregory.hendricks.3@us.af.mil) for additional information.

This is a sole source acquisition to Lockheed Martin Corporation (CAGE: 81755) and is not subject to any set-aside designations. The contract will consist of a 12-month base period followed by four optional 12-month ordering periods, for a total potential performance period of five years. While no specific budget or award value is disclosed in this pre-solicitation notice, the five-year scope and the specialized nature of F-15 system support suggest a substantial long-term commitment. Although this notice indicates intent to sole source to the current contractor, the government invites interested parties to submit information regarding their capability to perform the work, with the final determination to compete remaining solely within the government's discretion. This non-commercial requirement represents an opportunity for contractors to demonstrate alternative capabilities for F-15 software maintenance and support services.

Notice text

The AFF is an aircraft specific Windows based computer program to automate generation of flight clearance forms, known as a Form F, for government aircraft. This requirement entails providing help desk support for the AFF and AWBS software system for field users, researching current TOs to determine loading configurations that are possible for the F-15 airframe and update the applicable charts in AFF.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and no other type of supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to the requirement; however, this notice of intent is not a requirement for competitive proposals.
