Prospective offerors must be registered in SAM.gov under NAICS code 314994 (Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills) prior to award, and first article testing will be required unless waived for contractors who have passed testing within the last three years. This procurement does not utilize any set-aside designation and is open to all qualified contractors meeting the small business size standard of 1,000 employees for the applicable NAICS code. The solicitation does not identify any incumbent contractors or provide specific budget ranges for the anticipated award value. The 390 cargo nets will be delivered to seven incident support cache locations including Southwest Area Prescott, Southern California, Rocky Mountain Area, Northern Rockies Area, La Grande, Wenatchee, and Alaska Incident Support Cache facilities. First article testing items must be delivered to the National Technology and Development Program in Missoula, Montana within 45 days after award, with the overall delivery timeline extended to July 31, 2026 to accommodate the hand-manufacturing process and testing requirements. The place of performance is listed as Lakewood, Colorado, though the cargo nets will ultimately be distributed to multiple locations across the United States for wildfire incident response operations.
