About this opportunity

The Department of State is seeking exterior painting services for the Consulate Office Building (COB) at the U.S. Consulate Fukuoka, Japan. The work includes comprehensive painting of concrete wall panels, exposed foundations, window sashes, pillars, soffits, fascias, concrete overhangs, metal louvers, and other specified exterior surfaces. Contractors must be registered in the System for Award Management (SAM) database prior to quotation submission and must comply with local regulations while providing necessary licenses and meeting specific paint application and surface preparation standards. The government intends to award a firm-fixed-price purchase order to the responsible company submitting a technically acceptable quote at the lowest price, evaluating proposals based on technical acceptability and lowest price criteria. A pre-quotation site visit is scheduled for August 6, 2025, with quotations due by August 28, 2025, at 10:00 a.m. Japan Standard Time, and quotations must be submitted electronically to Uran Kudo via email with a maximum file size of 15MB.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors. The estimated contract value ranges between $25,000 and $100,000, with the U.S. Embassy Tokyo planning to award based on initial quotations without holding discussions, though discussions may occur with companies in the competitive range if necessary. Third Country Nationals can be used for the project provided they meet security and administrative requirements, and contractors will be responsible for conducting a survey after Notice to Proceed and handling potential foundation repairs as needed. The work will be performed at the U.S. Consulate facility in Fukuoka, Japan, with monthly progress payments to be processed throughout the contract period. An amendment issued on August 15, 2025, provided additional clarifications through a Questions and Answers document to assist potential contractors in preparing their quotations.
