About this opportunity
GSA Assisted Acquisition Services has awarded a sole-source five-month extension of Task Order 47QFCA21F0001 to Science Applications International Corporation (SAIC) for enterprise IT services to the U.S. Army Corps of Engineers, valued at $89,999,857.
The justification cites FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16) as a logical follow-on to the competed original task order issued under Alliant 2 GWAC. The extension is necessary to maintain continuity of mission-critical services—including program management, IT infrastructure and shared services, general IT support, cybersecurity, telecommunications, engineering design, transformation initiatives, and emergency response capabilities—while a bid protest (GAO File B-424255.1, filed February 9, 2026) pending on the competitive follow-on CASTLE-NET Services Task Order 47QFCA26F0004 is resolved. The current RITS task order expires June 27, 2026. The extension supports USACE Office of the Chief Information Officer and approximately 37,000 USACE customers and end users across CONUS and OCONUS locations. Compensation includes Cost-Plus-Award-Fee labor CLINs and Cost Reimbursable CLINs for long-distance travel, materials, equipment, and other direct costs. Cost fairness and reasonableness are determined using historical cost data, Forward Pricing Rate Agreements, certified cost and pricing data, and an Independent Government Cost Estimate with cost realism analysis.
Notice text
This Justification for an Exception to Fair Opportunity to extend Task Order 47QFCA21F0001 was issued in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). Task Order 47QFCA21F0001 provides scope to provide enterprise IT services for USACE including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support
A fair opportunity to compete was provided under the original TOR 47QFCA20R0016 issued to all contractors under the Alliant 2 GSA GWAC. The justification for this extension to the RITS TO is based on a logical relationship to the competed TOR, as it continues the same scope of work and supports uninterrupted service until a resolution of the protest is reached and transitioned to the follow-on competitive CASTLE-NET award.. The sole source extension is limited to five-months to maintain continuity of services while allowing sufficient time for the resolution of the protest filed to GAO.
Awarded contract 47QTCK18D0001 to unknown vendor for unknown amount on 2026-06-05.
