Justification for Exception to Fair Opportunity - RITS Task Order Extension

This document is a Justification for an Exception to Fair Opportunity for a task order modification under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. GSA Assisted Acquisition Services (AAS) is seeking approval to issue a five-month extension to the Revolutionary Information Technology Services (RITS) Task Order 47QFCA21F0001, currently performed by Science Applications International Corporation (SAIC) under the GSA Alliant 2 Unrestricted Governmentwide Acquisition Contract (GWAC). The extension is valued at $89,999,857 and will include Cost-Plus-Award-Fee (CPAF) labor contract line item numbers and Cost Reimbursable CLINs for long-distance travel, materials, equipment, and other direct costs. The extension supports the United States Army Corps of Engineers (USACE) Office of the Chief Information Officer (OCIO/G-6) and serves approximately 37,000 USACE customers and end users across Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.

The extension is justified under FAR 16.507-6(b)(3) as a logical follow-on to the competed original task order, which received five proposals evaluated on best value. The sole-source extension is necessary to maintain continuity of mission-critical IT services, including program management, IT infrastructure and shared services, general IT support, cybersecurity services, telecommunications, engineering design, transformation initiatives, and emergency response capabilities. The current RITS task order expires June 27, 2026, but a bid protest (GAO File B-424255.1) filed February 9, 2026, is pending adjudication on the competitive follow-on CASTLE-NET Services Task Order 47QFCA26F0004. The five-month extension will provide sufficient time for GAO resolution and transition to the competitive award. Cost fairness and reasonableness will be determined using historical cost data, Forward Pricing Rate Agreements, certified cost and pricing data, actual invoices, and an Independent Government Cost Estimate, with cost realism analysis conducted on SAIC's proposal.

Version 02/28/2025 Page 2

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Justification for the issuance of an Exception to Fair Opportunity order pursuant to Federal Acquisition Regulation (FAR) 16.5 (GSA Class Deviation RFO-2025-16).

a. Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of United States Army Corps of Engineers (USACE), Office of the Chief Information Officer (OCIO)/G-6 Contracting Activity:

GSA AAS Contracting Office (QFAB) 1800 F Street, NW Washington, D.C. 20405

b. Nature and/or Description of Action Being Approved:

The United States Army Corps of Engineers (USACE), Office of the Chief Information Officer (OCIO)/G-6 and AAS Contracting Office are requesting approval to issue a modification for an extension to the Task Order (TO) under the GSA Alliant 2 Unrestricted Governmentwide Acquisition Contract (GWAC), Multiple Award, Indefinite Quantity (IDIQ) Contract in support of the Revolutionary Information Technology Services (RITS). This action will be executed pursuant to an exception to fair opportunity under FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16). The extension to the RITS TO will include Cost-Plus-Award-Fee (CPAF) Contract Line Item Numbers (CLINs) for Labor and Cost Reimbursable CLINs for Long-Distance Travel, Materials and Equipment, and Other Direct Costs (ODCs). This effort will provide continued support to USACE OCIO/G-6 for comprehensive enterprise-wide IT support services including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support. This effort is the primary means to deliver shared IT services that align USACE OCIO/G-6 services with the needs of its approximately 37,000 USACE customers and end users located Continental United States (CONUS) and Outside the Continental United States

(OCONUS).

The RITS TO 47QFCA21F0001 is currently being supported by Science Applications International Corporation (SAIC) and is set to expire on June 27, 2026, after exercising all viable option periods, which included a six-month extension under FAR 52.217-8, Option to Extend Services. AAS awarded Cyber, Automation, Systems, Technology and Lifecycle Enterprise Network (CASTLE-NET) Services TO 47QFCA26F0004 on January 13, 2026, as the competitive follow-on to the RITS TO. A bid protest, File number B-424255.1, was filed on February 9, 2026, with the U.S. Government Accountability Office (GAO) and is awaiting adjudication

c. Description of Supplies/Services and Estimated Value:

The scope of this effort is to provide enterprise IT services for USACE including program management, IT infrastructure and shared services, general IT, cybersecurity services, engineering design, telecommunications services, emergency response, transformation, and surge/special projects capability and support. The work to be performed under the extension is intended to sustain the scope of work being performed currently under the RITS TO. Performance will occur at multiple locations in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The estimated value of the extension is $89,999,857. The planned extension of the period of performance is five months

Any service interruption would critically undermine mission critical objectives as USACE customers and end users rely on the RITS TO services to accomplish mission tasks for daily operational activities. The contractor provides critical and technical capabilities

The RITS TO provides services which include the following task areas:

Task 1: Program Management Support This task includes the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements, quality management, and transition-out activities.

Task 2: Enterprise Shared Services This task includes providing day-to-day operational activities for end-to-end, enterprise-level monitoring, management, administration, performance optimization, and maintenance for all IT services, devices, applications, and infrastructure. Additionally includes support for physical devices and software applications inclusive of hardware, software, networks, and facilities that are required to develop, test, deliver, monitor, control, purchase, or support IT services necessary to operate the entire enterprise. The task also requires support of USACE’s current operations by performing assessments, submitting recommendations, and executing phased service implementations to migrate IT to as-a-service models or improve current state where appropriate and approved by

USACE OCIO/G6.

Task 3: General IT Support This task includes monitoring and maintaining USACE databases and systems, completing installs, configuring hardware and software, and solving technical problems.

Task 4: Cybersecurity

Version 02/28/2025 Page 4

This task includes cybersecurity services for USACE in accordance with all Federal, DoD, Army, and USACE-specific security initiatives. The cybersecurity services require proactive and continuous support to pass inspections for systems and environments, implementation of all phases and aspects of DoD accreditation/certification policies and procedures for the USACE-controlled portion of the DoDIN during the entire lifecycle for all USACE systems and environments, and consistent and complete documentation that satisfies all policy and reporting requirements to establish the USACE Reporting and Analysis Program.

Task 5: Telecommunications This task includes a full range of telecom voice and data enterprise wired and wireless connectivity and services that provide connectivity to each USACE identified site. The task also requires secure, reliable transport of agency applications across a high-speed, unified, multi-service IP-enabled backbone infrastructure. The contractor shall develop and maintain a Telecommunications Management Plan (TMP) detailing the status of services (i.e. Circuits, Devices, Mobile, etc.) at each location and any planned updates or changes.

Task 6: Transformation This task provides transformation support that includes development of business processes and enterprise IT solutions, including innovative and emergent technologies focused on meeting overall objectives.

Task 7: Emergency Response This task supports USACE’s emergency response mission by providing emergency response IT services within the scope of this requirement and related emergency event planning and support to USACE.

d. Identification of the Exception to Fair Opportunity and Rationale:

This Task Order (TO) Justification is being prepared as required by: FAR 16.507-6(b)(3) (GSA Class Deviation RFO-2025-16), Exception to Fair Opportunity Process.

The rationale is as follows:

The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order in accordance with FAR 16.507-6(b)(3) (GSA Class Deviation RFO- 2025-16).

A fair opportunity to compete was provided under the original TOR 47QFCA20R0016 issued to all contractors under the Alliant 2 GSA GWAC. Five proposals were received and evaluated based on a best value determination. The justification for this extension to the RITS TO is based on a logical relationship to the competed TOR, as it continues the same scope of work and supports uninterrupted service until a resolution of the protest is reached and transitioned to the follow-on competitive CASTLE-NET award. While the extension will cover essential tasks necessary to maintain continuity, its anticipated value is lower than previous options

Version 02/28/2025 Page 5 as transition-out actions will reduce tasks as work is transitioned to the CASTLE-

NET TO.

Under the current RITS TO, contractor personnel support the mission through end-to-end enterprise IT services

The Government has pursued competitive procedures to the maximum extent practicable in order to fulfill USACE’s requirements, but there is not enough time before the expiration of the RITS TO in order to support continued USACE requirements during the protest period.

The five-month extension will allow sufficient time for the GAO’s resolution of the protest a

Despite the fact that a competitive award has been pursued by the Government, the only way to ensure that there is not a lapse in critical services is to extend the RITS

TO.

The sole source extension of the RITS TO is in the best interest of economy and efficiency, A sole source extension streamlines the acquisition process, reduces administrative burden,

e. Determination That the Anticipated Cost is Fair and Reasonable:

The most recent historical cost and fee data will be used in conjunction with any Forward Pricing Rate Agreement (FPRA), Forward Pricing Rate Recommendation (FPRR) Certified Cost and Pricing Data, and other sources to determine a fair and reasonable price. The incumbent is a well-established contractor with approved accounting and purchasing systems. The Government utilized invoices and actual costs to establish an accurate Independent Government Cost Estimate (IGCE). A cost realism analysis will be conducted on the incumbent’s proposal to evaluate whether proposed costs are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical approach. This analysis will support the determination that the proposed CPAF costs are fair and reasonable for the scope and nature of the effort.

f. Other Facts Supporting the Justification:

There are no other facts.

g. Statement of Actions:

To remove the barriers that led to this exception to fair opportunity, the agency has already initiated a competitive acquisition for the follow-on competitive CASTLE-NET TO award. The sole source extension is limited to five-months to maintain continuity of services while allowing sufficient time for the resolution of the protest

Furthermore, the agency commits to improved task order monitoring, planning, and forecasting practices to further anticipate acquisition lead times and reduce reliance on the non-competitive bridge.

These improvements include definition of earlier requirements, closer coordination between technical and contracting teams, and more rigorous tracking of performance and schedule milestones.

h. Certification by Technical or Requirements Personnel:

I hereby certify that the supporting data is accurate and complete.

i. Signature of Authorized Officials:

I hereby certify that the Justification is accurate and complete to the best of my knowledge and belief, and I determine on the basis of the findings above that the exception to fair opportunity is in accordance with the requirements and is in the best interest of the Government.

I hereby certify that the Justification is accurate and complete to the best of my knowledge and belief, and I determine on the basis of the findings above that the exception to fair opportunity is in accordance with the requirements and is in the best interest of the Government.
