About this file
This is an Expression of Interest (EOI) and Request for Information (RFI) issued by Mission Support and Test Services, LLC (MSTS), operator of the Nevada National Security Site (NNSS), a Department of Energy/National Nuclear Security Administration installation located approximately 65 miles northwest of Las Vegas, Nevada. MSTS seeks to conduct market research and identify companies interested in drilling a 24-inch outer diameter wellbore to a total vertical depth of 6,500 feet at the Rock Valley Direct Comparison (RV/DC) site, with the bottom 1,400 feet remaining uncased. The borehole must maintain a minimum drift diameter of 24 inches, an open hole depth of 5,100 to 6,500 feet TVD, dogleg severity less than 3 degrees per 100 feet, localized dogleg severity less than 1.5 degrees per 10 feet, and centerline deviation under 200 feet in any direction.
The conceptual wellbore design incorporates a 56-inch conductor casing set at 125 feet, a 42-inch surface casing set at 3,000 feet weighing approximately 1.335 million pounds, a 28-inch intermediate liner set at 5,100 feet weighing approximately 811,600 pounds, and a 24-inch production hole to total depth. MSTS proposes a Time and Materials contract structure with a Master Agreement containing three options: Base Scope for design and engineering services, Option 1 for long-lead items and rig modifications, and Option 2 for construction and drilling operations. Responses must address company capabilities, similar projects completed in the past five years, estimated timelines assuming an October 2027 award, technical approaches including casing running methods, dual-string reverse circulation drill string design, Bottom Hole Assembly designs for all hole sections, Loss Circulation Material programs, cementing procedures, and logging capabilities. Responses should also include a Rough Order of Magnitude cost estimate broken down by design and engineering, long-lead items and rig modifications, time and materials during operations, rental items, personnel, consumables, and standby daily rates. All employees must be U.S. citizens, and all responses in PDF format must be submitted via email to Shawna Ham at HAMSL@nv.doe.gov by 4:00 P.M. Pacific Standard Time on an unspecified date in 2026, with questions due by 1:00 P.M. PST on the same date.

EOI/RFI No. PP-002 Rev. No. 0
EXPRESSION OF INTEREST (EOI) / REQUEST FOR INFORMATION (RFI)
24” OD Drilling to 6,500’ TVD (RV/DC)
1. INTRODUCTION AND OBJECTIVE
The Nevada National Security Site (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.
MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research and determine which companies would be interested in participating in a solicitation for the delivery of a wellbore, including management of all necessary subcontractors, to be drilled at the NNSS.
To understand prospective Offeror’s experience and expertise, MSTS requires that Offerors provide a proposed technical approach to deliver a 24” diameter hole at a depth of 6500’ with the bottom 1400’ free of casing. The location of the drilling is the Rock Valley Direct Comparison (RV/DC) site at the Nevada National Security Site, NV. Generic wellbore requirements with further detail are in subsequent sections.
Borehole minimum drift diameter 24” Open hole depth 5,100’ – 6,500’ TVD Dogleg severity (DLS) < 3° drift/100 ft Localized DLS <1.5° drift/10 ft Centerline deviation (drift) <200’ in any direction
2. BACKGROUND INFORMATION
In 2025 MSTS contracted coring and geophysical logging operations at the RV/DC site continuously from surface to a depth of 6,857’. The coring operations were drilled with a Boart Longyear LF-350 rig. The well that was drilled in this operation was called UE-27a and is approximately 300 feet from the proposed RV/DC Ground Zero (GZ) Borehole location. An End of Well Report from this operation can be found in Attachment A. In addition to the geological data, Ultrasonic compressive velocity logs can be found in Attachment B and the daily water usage from those operations can be found in Attachment C.
From this information, MSTS developed a conceptual well-bore design and several planning assumptions.
Subsequent sections of this RFI show the results of that effort. As part of the exercise, it was determined that several design elements would need to be addressed via modification of existing equipment or first principal design. Those elements are provided as well.
As this design is conceptual, alternative approaches or tools will be considered if the Offeror can show they are technically equivalent and meet the minimum designs.
2.1 Conceptual wellbore diagram (WBD)
2.2 Conceptual Design element assumptions and approach
Design Element Conceptual assumption/approach
Circulation Method Dual-String Reverse Circulation for all hole sections
Hole Construction 12.25” OD Pilot and ream open for all hole sections
Logging Requirements Open hole logging in Pilot hole in all sections. And Casing & Cement integrity logs for Intermediate hole section.
See section 2.4 for specific logging requirements
Liner Hanger 28” x 42” liner hanger for 28” casing string will be required. The liner hanger does not need to hold pressure. Liner hanger is required to hold casing weight and allow for cementing operations and re-entry to intermediate liner.
See section 2.3 for proposed casing details.
Casing Running Method 42” casing will exceed 1MM lbs, Crane or other alternatives will need to be evaluated.
See section 2.3 for proposed casing details.
BOP/ Well control Given nearby offset drilling and geologic data, no well control was assumed in the pre-conceptual design. The requirement for well control needs to be vetted and possibly removed from operation. See Attachment A for additional geologic information.
2.3 Conceptual Casing Design and Considerations
General notes on casing operations:
• We are not anticipating any corrosive agents or fluids in the hole once drilling operations have ended.
• Float equipment was assumed to be composite for ease of drill out.
• The liner hanger does not need to hold pressure. Liner hanger is required to hold casing weight and allow for cementing operations and allow for re-entry to intermediate liner.
• Given the weight of the Surface (42”) and Intermediate (28”) sections, casing running approach must be outlined in the RFI response.

2.4 Logging Requirements
Mudlogging will be conducted throughout the drilling process.
Measurement While Drilling (MWD) including at a minimum GR, Resistivity, and Deviation will be required in all 12.25” pilot hole sections.
The logs below are required in all 12.25” pilot hole sections:
• Density
• Neutron Porosity
• Resistivity
• Temperature
• Acoustic Televiewer (ATV)
• Spectral (U, K, Th, Total) Gamma Ray
• Ultrasonic compressive velocity logs (DTC & DTS)
• Induction Resistivity/Conductivity
• Spontaneous Potential (SP)
• Gyro / deviation survey
The RFI response should include the maximum hole size for the logging tools listed above.
*The logs below will be required inside the 28” casing
• Multi-Arm (4+ Arm) Oriented Caliper
• Sonic cement bond log (CBL)
• Acoustic Televiewer (ATV)
• Gyro
* Technically equivalent alternatives to confirm casing and cement integrity will be reviewed and considered.
The logs below will be required inside the 24” open hole section
• Multi-Arm (4+ Arm) Oriented Caliper
• Acoustic Televiewer (ATV)
• Gyro
2.5 Drill string and Circulation methods.
Given the large OD, desire for maximal cuttings returned, and the need for good hole cleaning, our conceptual design assumed a dual-string reverse circulation approach for drilling all hole sections larger than 24”.
The RFI response should include your recommended dual-string reverse circulation sizes and design along with associated drilling parameters by hole section.
The RFI response should include a conceptual Bottom Hole Assembly (BHA) design for all hole sections.
The RFI response should also include if a dual-string or conventional drill string is recommended for the 24” hole section.
2.6 Drilling Fluids and Water Volumes
Water will be provided at the NNSS site, it will be trucked from a filling location that is 17 miles from the pad location.
In the offset coring well (UE-27a), losses were experienced at 120’ MD and continued throughout drilling.
The losses averaged ~ 12,000 gals/day (285 bbls) with a maximum of 20,000 gals/day (475 bbls), see Attachment A and Attachment C for details. Given the larger hole sizes for this well design vs the offset well, untreated losses can be expected to be noticeably higher.
The RFI response should include a recommended Loss Circulation Material (LCM) program and recommended water/ mud storage volumes given the hole sizes and anticipated losses.
2.7 Cementing Operations
We are not anticipating any corrosive agents or fluids in the hole or annuli once drilling operations have ended.
Minimum cement specifications are:
• Conductor - Cement to surface, no API class specified, minimum 1500 psi @ 24 hrs
• Surface - 500’ fill or better, no API class specified, minimum 1000 psi @ 24 hr
• Intermediate - 500’ fill or better, no API class specified, minimum 1000 psi @ 24 hr
The RFI response should include conceptual pump schedule for each hole section.
