About this opportunity

The Department of Energy, through Hanford Mission Integration Solutions (HMIS), is seeking to lease approximately 350 to 500 square feet of laboratory and storage space in North Richland, Washington, to support Environmental Monitoring activities. This Expression of Interest is market research designed to determine whether securing alternative facility space would be economically advantageous compared to renewing the current subcontractor's lease. Key requirements include climate-controlled space with utilities, running water, deionized water capabilities, an ice machine, biological hood, chemical storage, and compliance with applicable federal and local safety codes. The space must be a full-service lease within a specified delineated area bounded by Wye Barricade, the Columbia River, Interstate 182, and the Yakima River/Highway 240, and must exclude living quarters. HMIS will evaluate responses based on property suitability, cost considerations including relocation expenses, physical move costs, tenant improvement replication, telecommunications infrastructure setup, and potential agency downtime. Interested parties must submit their response by February 9, 2026, at 2 PM Pacific Time to Procurement Specialist Kristina Hamby, including company details, property descriptions, photographs, and floor plans.

This Expression of Interest carries no set-aside designation and is explicitly not a formal solicitation, meaning no contract will be awarded based on responses received. The current subcontractor whose lease is expiring has not been identified in publicly available materials. No specific award value or budget range has been disclosed in this pre-solicitation notice. The proposed lease term would extend up to 10 years, with a firm commitment period of 5 years and an optional 5-year extension, with an estimated beneficial occupancy date of March 1, 2026. HMIS has emphasized that continuity of services must be maintained throughout any transition process, underscoring the operational importance of this facility to their Environmental Monitoring mission. The agency is currently in a market research phase to assess feasibility and costs before determining whether to pursue a formal solicitation.

Notice text

HMIS intends to secure the services of Facility Lease For Laboratory Space In North Richland, Wa. In Support Of Environmental Monitoring.

Description: HMIS currently has a subcontractor providing support in a lab space leased in Richland, Washington, containing approximately 350 to 500 square feet of lab space. The subcontractor’s lease is set to expire. Therefore, the HMIS is considering alternative space if economically advantageous. In making this determination, HMIS will consider, among other things, the availability of alternative space that potentially can satisfy HMIS’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Continuity of services must be maintained.
