About this opportunity

The United States Air Force Sustainment Center is seeking to establish a requirements contract for specialized Explosion Proof (EX) Human Lifts to support three Air Logistics Centers located in Oklahoma City, Ogden, and Warner Robins. The procurement involves commercial scissor lifts from Skyjack (20 and 32 feet) and boom lifts from JLG (45, 60, and 80 feet) that require modification to meet specific explosion-proof specifications and safety standards. Contractors must provide comprehensive solutions including materials, equipment, labor, warranties, and shipping costs for the requested lift equipment. Interested vendors are required to complete a Contractor Capability Survey by April 14, 2025, at 11:00 am, which will assess their business capabilities, manufacturing processes, past experience, and commercial pricing. The government will use this survey to evaluate potential contractors and determine the final procurement strategy, with a particular emphasis on detailed technical capabilities and compliance with safety regulations.

The pre-solicitation notice indicates no specific set-aside for small or disadvantaged businesses, though small business participation is encouraged and joint ventures are welcome. The contract will be a 36-month requirements contract with delivery orders expected within eight months after each individual order placement. While specific award values are not disclosed, the scope suggests a significant procurement across multiple Air Logistics Centers. The lifts must meet stringent requirements, including Class I, Division 1 ratings, OSHA compliance, and mandatory certifications from Underwriters Laboratory (UL) and Factory Mutual (FM). Technical specifications include specialized features such as foam-filled tires, explosion-proof LED lighting, enhanced aircraft rails, fall arrest systems, and comprehensive warranties covering parts and labor for one year. Contractors will need to demonstrate robust supply chain risk management and adhere to strict security and procurement guidelines to be considered for this contract opportunity.
