About this opportunity
The Federal Highway Administration intends to solicit a Broad Agency Announcement for the Exploratory Advanced Research (EAR) Program FY 2026 Data Science Solicitation, with formal release anticipated for early to mid-August 2026. The procurement pursues highway transportation research applying emerging and advanced data science methods to identify breakthrough topics with transformational potential for safe, congestion-free, and environmentally sound transportation systems. Two primary objectives drive the solicitation: expand the research community engaged in applying emerging and advanced data methods to highway transportation, and demonstrate the potential of exploratory data analytic techniques in the transportation domain. FHWA scans broadly across science and engineering disciplines to identify research topics where federal investment can generate significant impact. This pre-solicitation notice, posted July 23, 2026, allows interested parties advance notification to prepare submissions for the formal BAA release. Responses to the pre-solicitation notice are due August 7, 2026.

DESCRIPTION OF PROGRAM: The EAR Program addresses the need to conduct research on
longer term and higher risk breakthrough topics with the potential for transformational
improvements to plan, build, renew, and operate safe, congestion free, and environmentally sound
transportation systems. The Program scans broadly for advances in science and engineering to
identify research topics where FHWA investment has the potential to make a significant impact.
The EAR Program has identified an Agency need for data science for highway transportation
research with the following objectives:
1. Engage and expand the community of researchers interested in applying emerging and
advanced data methods for highway transportation research.
2. Demonstrate potential of emerging and exploratory data analytic techniques for highway
transportation.
