About this opportunity
The Naval Surface Warfare Center, Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is seeking proposals for the fabrication and delivery of Experimental Hull Treatment (XHT) tiles and Versathane shapes for installation on existing Virginia Class submarines during scheduled maintenance availabilities. This is a multiple-award, Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract open to both large and small businesses on a full and open competitive basis. The solicitation, RFP No. N00167-21-R-0001, was released on November 19, 2020, with a proposal due date of January 11, 2021, and an amendment issued on December 10, 2020. Contractors must manufacture XHT tiles and Versathane shapes in accordance with Government specifications and be capable of delivering various types, configurations, and quantities as specified in individual Delivery Orders. Awards will be made on a best value basis, with evaluation criteria including technical capability, past performance, and price.
The solicitation contains no set-aside designations and does not specify incumbent contractors or current contract holders. No specific award values or budget ranges are provided in the solicitation notice. The procurement is classified under NAICS Code 326150 (Urethane and Other Foam Product Manufacturing) and PSC Code 2040 (Marine Hardware and Hull Items), indicating the specialized nature of the products being sought. The specific quantities, configurations, and delivery timelines for XHT tiles and Versathane shapes will be determined through individual Delivery Orders issued under the contract rather than fixed at contract award. Although the place of performance is not explicitly stated in the notice, the materials will ultimately be installed on Virginia Class submarines at scheduled maintenance facilities.
