About this opportunity

The Centers for Medicare & Medicaid Services (CMS) is seeking Remote Identity Proofing (RIDP) services from Experian Information Solutions, Inc. through a sole-source procurement under FAR 6.302-1, as Experian is deemed the only source capable of providing the customized RIDP services currently integrated into CMS systems. The contract will support CMS's Identity Management (IDM) services, enabling Business Partners to apply for and obtain CMS-issued credentials for electronic access to CMS business applications. Key service requirements include maintaining Identity Assurance Levels 2 and 3, providing Social Security Number verification, performing Login Risk Assessment and Continuous Assessment, and supporting multilingual call center interpretation services for health insurance exchanges. The procuring agency emphasizes that RIDP services must meet current and future NIST standards, with Experian required to provide periodic market analysis and support for CMS applications and audits. The submission deadline for interested parties to respond is 1:00 PM Eastern Time on Wednesday, December 17, 2025, with CMS anticipating release of a formal Request for Proposal in December 2025 and an expected contract award in February 2026.

This procurement carries no set-aside designations and represents a continuation of services with Experian as the incumbent contractor. The contract structure includes a one-year base period followed by four optional one-year periods, providing potential coverage through a five-year performance window. While specific award values are not disclosed in this pre-solicitation notice, the contract's scope encompasses supporting identity verification and risk assessment services across CMS applications and portals accessed by over 100 million Americans enrolled in CMS-administered health care programs. The services will be delivered through multiple access points, including the CMS Enterprise Portal, other CMS portals, the IDM Hub, and as a stand-alone self-service module, reflecting the distributed nature of the IDM solution across the CMS enterprise.
