About this opportunity

The Naval Undersea Warfare Center Division Newport is conducting a sole-source procurement of MK39 Expendable Mobile Anti-Submarine Warfare Training Target (EMATT) Mod 3 units from Lockheed Martin, with quotations due by June 9, 2026. This combined synopsis and solicitation will not be followed by a separate competitive request for proposals. The Government intends to procure two lots of 150 units each for a total of 300 units at the time of award, with delivery required no later than October 30, 2026. The MK39 EMATT Mod 3 is a Commercial Off-the-Shelf product that Lockheed Martin actively sells to domestic and foreign partners. All responsible sources may submit capability statements, proposals, or quotations, which the agency will consider for determining whether to conduct a competitive requirement in the future. The procurement is unrestricted as concurred with by NUWCDIVNPT's Office of Small Business Programs and the SBA Procurement Center Representative.
