About this opportunity

The Department of the Air Force Special Operations Command is seeking sources for an Expeditionary Refueling System, a comprehensive mobile fuel delivery platform designed for tactical military operations. The pre-solicitation notice outlines requirements for a fully integrated system capable of independently operating pump, filter, separator, and hose components with specific technical specifications. The system must include a 6,000-gallon fuel storage capacity using collapsible bladders compliant with MIL-PRF-32233C standards, an Ohler Model 36 aluminum pump with a Hatz IB50 engine capable of 250 GPM at 30 PSI, off-road run-flat tires, and 300 feet of 2" lay-flat hoses with cam-lock ends. Interested contractors are instructed to submit detailed brochures, pamphlets, and technical specifications demonstrating their ability to provide the requested system or an equivalent alternative. The sources sought notice was posted on March 26, 2025, with responses due by April 2, 2025.

The opportunity is designated as a total small business set-aside, targeting businesses within the NAICS category 333914 for Measuring, Dispensing, and Other Pumping Equipment Manufacturing. While no specific award value is mentioned, the solicitation indicates that funds are not currently available and the government's contract obligation is contingent upon appropriated funding. The system's technical requirements suggest a high-precision, mobility-focused solution designed to support expeditionary military refueling needs, with capabilities to be transported in CH-53 and MV-22 aircraft and towed by Ultralight Tactical Vehicles. The trailer itself weighs approximately 2,450 pounds and measures 59.5" wide, 80" long, and 60" high, featuring industrial-strength aluminum construction. Potential contractors will need to demonstrate technical capabilities matching or exceeding the detailed specifications outlined in the pre-solicitation notice.
