About this opportunity
The United States Marine Corps Systems Command (MARCORSYSCOM) is conducting market research to acquire a commercial-off-the-shelf Expeditionary Fluid Analysis System (EFAS) for fluid and machine wear analysis in tactical environments. The procurement focuses on a lightweight, portable system capable of performing "at platform" fluid tests and benchtop machine wear analyses. Potential vendors are required to submit white paper responses by January 20, 2025, with preliminary questions due by January 6, 2025, at 10:00 AM EST. The Request for Information (RFI) targets NAICS code 423 and seeks detailed information about technical capabilities, including specific testing methodologies like ASTM D7889, D8092, D8120, and D8127. Vendors must provide comprehensive information about their system's performance, including fluid chemistry analysis, viscosity measurements, ferrous debris detection, and elemental concentration capabilities.
This procurement does not include a specific set-aside designation and is currently in the market research phase without an identified incumbent contractor. While no precise award value is specified, vendors are requested to provide rough order of magnitude (ROM) pricing for units, consumables, technical documentation, and training. The EFAS system is structured in two tiers: Tier I for organizational maintenance in rugged field environments and Tier II for intermediate maintenance in controlled settings. Vendors must demonstrate production capacity, maintainability, and logistics support options. The procurement is focused on an analytical laboratory instrument with specific technical requirements, aligned with NAICS category 334516 for Analytical Laboratory Instrument Manufacturing. The Marine Corps is seeking a solution that can effectively support expeditionary fluid analysis across different maintenance levels and environmental conditions.
