About this file
This Request for Information (RFI) from the Marine Corps Systems Command seeks information from potential vendors regarding a commercial-off-the-shelf Expeditionary Fluid Analysis System (EFAS) for analyzing lubricating and hydraulic fluids in tactical vehicles. The EFAS must be available in two tiers: Tier I for organizational maintenance use in rugged field environments, and Tier II for intermediate maintenance use in controlled environments. Both tiers must be lightweight, portable, and capable of analyzing fluid chemistry, viscosity, and ferrous debris, with Tier II requiring additional elemental concentration and particle count analysis capabilities.
Questions are due by January 6, 2025 at 10:00 AM EST to Contract Specialist Ebony King, with white paper responses due by January 20, 2025 at 10:00 AM EST. The NAICS code is 423 (Merchant Wholesalers, Durable Goods). Vendors must provide ROM pricing for units, consumables, technical documentation, and training, as well as information about production capacity, maintainability, and logistics support options. The RFI specifies detailed technical requirements including testing methodologies (ASTM D7889, D8092, D8120, D8127), calibration standards, and specific fluid chemistry parameters that must be measured. This is for market research only and does not constitute a commitment to purchase.

EXPEDITIONARY FLUID ANALYSIS (EFAS)
REQUEST FOR INFORMATION (RFI)
Program Manager Maintenance Support Systems
Requirement Description The General Purpose Tools, Test Sets, and Calibration (GPTTS-C) Team, Program Manager Maintenance Support Systems (PM MSS), Marine Corps Systems Command (MARCORSYSCOM) is seeking potential sources and best practice information towards acquiring a commercial-off-the shelf Expeditionary Fluid Analysis System (EFAS).
MARCORSYSCOM is particularly interested in a lightweight, portable EFAS that can conduct “at platform” fluid analysis tests and benchtop machine wear analysis tests.
The Marine Corps is seeking to gain an organic capability to perform at-platform, real time testing of the lubricating and hydraulic fluids of its fleet of tactical vehicles. This capability, known as an Expeditionary Fluid Analysis System (EFAS), would be an invaluable asset in determining if the various lubricating fluids within these vehicles are within operating specifications, and if machine wear particles are present. This system will assist units in performing Condition Based Maintenance Plus (CBM+) by scheduling, or deferring, fluid change intervals based on the fluids condition and enable identification of impending component failures.
The fluids to be analyzed will be from new and in-service fluids that conform to, but not limited to, the latest versions of: MIL-PRF-2104L, SAE-J2360, MIL-PRF-6083, MIL-PRF-2104N, MIL- B-46176 and MIL-PRF-46167C. The EFAS must be cleaned without the use of solvents between tests.
Its primary use will be in support of all Marine ground equipment i.e., motor transportation, engineer equipment, generators, and ordnance vehicles. It will be operated by Engineer Equipment, Assault Amphibian Vehicle, Light Armored Vehicle, and Automotive Mechanics and Technicians holding Military Occupational Specialties 1142, 1341, 2131, 2141, 2147, and 3521 respectively. These systems will be operated at home stations and while deployed overseas. These systems will be used in shop as well as field environments.
It is expected that this capability and the applicable accessories must be integrated into an all-in-one, lightweight, portable, ruggedized kit that enables at platform testing that allows the maintainer to make a maintenance determination based on test results. The capability solution should present an easy-to-read oil analysis report with clear observations, diagnostics, and recommended actions. The kits will be classified as a Tier 1 or a Tier 2 kit:
Tier I for Organizational Maintenance Use. The Tier I shall be used in rugged operational environments where the environmental conditions are routinely encountered in an unprotected, uncontrolled climate. The Tier I equipment shall be ruggedized and portable for use in more than one location that lacks environmental protection. This capability shall meet select portions of Class 2 requirements of MIL-PRF-28800. Output from the unit should contain at a minimum, information listed below:
Fluid Chemistry:
TAN & TBN (mg KOH/g); Oxidation, Nitration, Sulfation (Abs/.1mm); Water (parts per million); Glycol (% by weight); Soot (% by weight); Incorrect fluid (% by weight); Antioxidant Depletion (% remaining); Antiwear Depletion (% by weight)
Viscosity Kinematic: Viscosity @ 40°C Calculated viscosity @ 100°C
Ferrous Debris:
Total content by weight in ppm Calibration range 0-2000 ppm; and 2000 to 10,000 Limit of detection of 3 ppm Relative standard deviation of 3%
Methodology:
ASTM D7889 (IR)
ASTM D8092 (viscosity) ASTM D8120 (Ferrous)
Calibration:
Factory verification standard and or NIST traceable verification standard
Tier II for Intermediate Maintenance Use. The Tier II EFAS shall be used in operational environments where conditions are routinely encountered in a diverse, controlled climate.
Examples include test equipment for bench-top, rack-mount and occasional portable use in diverse, environmentally controlled locations. This capability shall meet select portions of Class 3 requirements of MIL-PRF-28800. Additionally, the Tier II capability will have additional particle analysis capabilities. Output from the unit should contain at a minimum, information listed below:
Elemental Concentration (ppm of the below elements):
Silicon (Si); Aluminum (Al); Chromium (Cr); Titanium (Ti); Iron (Fe); Nickel (Ni); Lead (Pb);
Copper (Cu); Tin (Sn); Molybdenum (Mo); Silver (Ag); Zinc (Zn); Vanadium (V) Optional:
Tungsten (W), Magnesium (Mg), Cobalt (Co)
Fluid Chemistry:
TAN & TBN (mg KOH/g); Oxidation, Nitration, Sulfation (Abs/.1mm); Water (parts per million); Glycol (% by weight); Soot (% by weight); Incorrect fluid (% by weight); Antioxidant Depletion (% remaining); Antiwear Depletion (% by weight)
Viscosity:
Kinematic viscosity @ 40°C Calculated viscosity @ 100°C
Particle Count:
Particle count #/ml (> 4 µm) ISO Codes 4/6/14 ISO codes >6 and >14 are extrapolated
