About this opportunity
The United States Special Operations Command is conducting market research through this Sources Sought Notice to identify Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) capable of providing post Battalion Command Exit Interview services. The procuring agency seeks contractors to design, plan, and deliver pre-interview questionnaires, conduct structured and tailored interviews, and produce written summaries for unit commanders. Key requirements include coordinating meeting space and supporting services at or near Fort Bragg, North Carolina, with venues capable of handling classified information and secure communication via SiPR (Secret Internet Protocol Router Network). Interested firms must submit capability statements demonstrating their qualifications, including company information, SDVOSB verification in SAM and the SBA VetCert database, and past performance examples from the last five to seven years. Responses are due electronically to joseph.f.ray.mil@socom.mil by February 25, 2026, at 12:00 PM Eastern Standard Time. This notice is for market research purposes only and does not constitute a formal solicitation or commitment to award a contract.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses, which narrows the competitive field to firms meeting specific veteran ownership and disability status criteria. No incumbent contractor or current contract award value has been identified in this pre-solicitation phase. The notice does not specify a contract dollar value, award timeline, or performance duration, as this stage is designed solely to assess market capability and interest before formal solicitation development. Interested SDVOSBs must provide at least three relevant past performance examples with associated project details, owner contact information, and dollar values to demonstrate their experience in similar work. The government will not provide compensation for responses submitted to this Sources Sought Notice, and submission does not guarantee consideration in any subsequent formal procurement action.
