About this opportunity
This Award Notice from the National Institute on Aging, a division of the National Institutes of Health within the Department of Health and Human Services, provides $63,350.35 for a six-month period of executive coaching, consulting, and organizational development services from Cohen, Carl M. The follow-on services will utilize previous survey results and recommendations to provide trainings, facilitate leadership discussions, and advise on improving organizational effectiveness, culture, and change management strategies as the agency transitions to a hybrid work model.
Notice text
With the support of a contractor, NIA conducted a survey in 2022 aimed to determine what impact, if any, the transition from primarily remote to primarily hybrid work has had on NIA operations, efficiency, and staff engagement. The survey also aimed to obtain input on how the NIA responded to implementing hybrid work policies and practices and how it can improve the hybrid experience going forward. NIA is looking to use the results of the survey to engage in facilitated conversations with leadership and staff on effective hybrid work best practices and conversations on how to manage change during times of uncertainty and growth. NIA is seeking follow-on advisory support services to better understand and improve organizational success and implement changes to adapt to the consistently changing work environment and increase employee morale.
The purpose of this follow-on acquisition is to provide the National Institute on Aging (NIA) with consultation services related to enhancing the various business needs of the organization upon the transition to hybrid work. The consultation will include recommendations for stakeholders on how to improve organizational effectiveness, culture, and should also identify the varying needs of the organization and propose and effective strategies for change management.
The continuation of these services based on data from the NIA survey and it’s follow-up recommendations have not been shared or implemented by NIA leadership. The related trainings which are based on the results and an in-depth understanding of NIA’s problem point will be conducted within this six month period to finalize the project.
It is important that these services are conducted by the same vendor for continuity of services in order to effectively support a streamlined approach to organizational development efforts. In addition, the current vendor has spent hours interviewing senior leadership, conducting observations about organizational and management practices and compiling relevant data. The survey created was also conducted in the vendor’s survey profile, therefore access to data would be difficult to obtain. This vendor has a unique vantage point and context that no other vendor would be able to provide at this time. In addition, the existing vendor understands unique organizional priorities that only someone who had spent hours with senior leadership would understand.
Awarded contract 75N95020P00123 to Cohen, Carl M for 635035.00 on 2023-03-31.
