About this opportunity
The Department of the Navy Naval Supply Systems Command seeks design and delivery of graduate-level executive leadership education programs for senior leaders within the Department of the Navy, with quotations due May 8, 2026, and questions due by April 29, 2026. This is a combined presolicitation notice/solicitation for commercial services conducted under FAR Part 12 with full and open competition; a separate written solicitation will not be issued.
Place of performance is Washington, VA 20350. The procurement requires a Firm-Fixed-Price contract with a base period from June 1, 2026 through May 31, 2027, plus three one-year option periods through May 31, 2030. The NAICS code is 611310 (Colleges, Universities, and Professional Schools) with a small business size standard of $34.5 million.
The contractor must design and deliver two customized four-day in-residence executive development programs—the DON Executive Leadership Program (DELP) for Senior Executive Service members with less than four years' experience and the Career Executive Leadership Program (CELP) for those with more than five years' experience—along with six annual one-day leadership workshops and consultation services. Both programs require fully integrated learning and lodging facilities with classrooms, lodging, and fitness accommodations within a half-mile of each other, with programs running simultaneously in the same week. The base year includes 40 consultation hours; option years include 20 hours annually. Pricing includes fixed-price CLINs for program services, with travel capped at $137,000 and materials capped at $30,000 across all periods. The previous contractor was the University of North Carolina at Chapel Hill–Kenan Flagler Business School under task order N0018921FZ955, which ended September 28, 2025.
Evaluation weighs Performance Approach and Past Performance equally and significantly more important than the Socio-Economic Plan, with all three combined as more important than price. A rating below "Acceptable" for Performance Approach or Socio-Economic Plan renders quotations ineligible. Amendment 0001 added FAR clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) and vendor question responses via Attachment 06.
