About this file

This is a Request for Quotation (RFQ) for the design and delivery of graduate-level executive leadership education programs for the Department of the Navy.

The solicitation N0018926QB050 seeks a single Firm-Fixed-Price (FFP) purchase order contract for executive and emerging executive development programs supporting the Assistant Secretary of the Navy (ASN) for Manpower and Reserve Affairs (MRA) Executive Program Management Office (EMPO). The NAICS code is 611310 (Colleges, Universities, and Professional Schools) with a $34.5 million small business size standard. The acquisition is unrestricted and conducted under FAR Part 12 commercial procedures using best-value tradeoff source selection methods. Quotations are due by May 8, 2026, at 10:00 AM EST, with questions due by April 29, 2026. The base period runs June 1, 2026 through May 31, 2027, with three one-year option periods available through May 31, 2030. The contract requires design and delivery of two four-day executive development programs (DELP and CELP), six one-day leadership workshops, 40 consultation hours, and travel and materials support. The pricing includes fixed-price CLINs for program design and delivery services, with cost-no-fee CLINs for travel (totaling $137,000 across all periods) and materials (totaling $30,000). Evaluation criteria emphasize non-price factors: Performance Approach and Past Performance are equally weighted and significantly more important than the Socio-Economic Plan, with all three combined as more important than price. A rating below "Acceptable" for Performance Approach or Socio-Economic Plan renders quotations ineligible. The previous contractor was the University of North Carolina at Chapel Hill—Kenan Flagler Business School under task order N0018921FZ955, which ended September 28, 2025. Quotations must be submitted electronically in two separate volumes: Volume I (non-price technical factors) limited to 6 pages each for Performance Approach, Past Performance, and Socio-Economic Plan; Volume II (price quotation) submitted in Microsoft Excel format with no page limit. Quoters must be registered in SAM and include pricing covering all labor, travel, and materials for all periods of performance.

Solicitation/Contract Form Continuation

Executive and Emerging Executive Development Plans in support of ASN (MRA) EMPO

ASN (MRA) EMPO - DON Executive Leadership Development Program

This is a COMBINED PRESOLICITATION NOTICE/SOLICITATION for commercial services and is conducted in accordance with the information in FAR Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with the additional information included in this notice. The Government will utilize competitive negotiated procedures consistent with FAR Subpart 12.6, including best-value tradeoff source selection methods and price reasonableness analysis. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov.

The reference number is N0018926QB050. This solicitation documents and incorporates by reference Federal Acquisition Regulation provisions and clauses in effect through Federal Acquisition Circular 2026-01 and the Defense Federal Acquisition Regulation Supplement as amended through the DFARS Change effective November 10, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

https://www.acquisition.gov/browse/index/far http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html

The NAICS code is 611310 (Colleges, Universities, and Professional Schools) and the Small Business Standard is $34.5 (millions of dollars). The proposed contract is for the design and delivery of graduate-level executive leadership education programs and supporting capabilities for senior leaders within the Department of the Navy (DON) on behalf of the Assistant Secretary of the Navy (ASN) for Manpower and Reserve Affairs (MRA) Executive Program Management Office (EMPO), for which the Government intends to solicit and award a Firm- Fixed-Price (FFP) contract to the quoter that is most advantageous to the Government. This proposed acquisition is being solicitated as full and open competition. See attached supporting documents for more information.

General Information:

PREVIOUS CONTRACT ACTION:

A portion of the services outlined in the proposed acquisition were previously provided through 28 September 2025 by the University of North Carolina at Chapel Hill - Kenan Flagler Business School (CAGE: 1SGW3) under task order N0018921FZ955.

NOTE TO QUOTERS:

This solicitation is a Request for Quotes (RFQ). To the extent that the terms appear in the solicitation, the terms RFP, OFFER, PROPOSAL, and OFFEROR shall mean RFQ, SUBMISSION, QUOTE, and QUOTER, respectively.

POINT OF CONTACT:

The point of contact at the contracting office is Ms. Shanna Harris, who may be reached via email at shanna.c.

harris.civ@us.navy.mil

PREPARATION COSTS:

This RFQ does not commit the Government to pay for the preparation and submission of a quote.

FULL AND OPEN COMPETITION:

N0018926QB050

The proposed acquisition is being solicited as full and open competition using FAR Part 12 procedures. The proposed acquisition will result in a purchase order contract on a Firm Fixed Price (FFP) basis. Questions regarding this solicitation shall be submitted to Shanna Harris at shanna.c.harris.civ@us.navy.mil no later than Wednesday April 29, 2026, at 10:00am EST. Quotes shall be submitted to Shanna Harris at shanna.c.harris.

civ@us.navy.mil and Sean Bennett at sean.m.bennett22.civ@us.navy.mil no later than Friday May 8, 2026, at 10:00am EST. Quote submissions received after the stated submission deadline will not be considered for award. All responsible business sources may submit a quote, which shall be considered by the agency. Oral communications are not acceptable in response to this notice. Streamlined procedures in FAR Part 12 are applicable to this procurement. While price will be a significant factor in the evaluation of quotes, the final contract award will be based on a combination of factors- price, performance approach, past performance, and socioeconomic plan.

System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

All quotes shall include price(s) showing any and all materials, travel, and labor, name, phone number and email address of a point of contact, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the technical requirements and provide all of the deliverables for the periods of performance specified herein. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

The Government intends to award a Firm Fixed Price (FFP) Purchase Order contract to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The Government intends to evaluate quotes and award a contract based on initial submissions. Accordingly, the quoter should submit its most favorable terms from a performance approach, past performance, socioeconomic, and price standpoint. The Government reserves the right to award a contract to other than the lowest priced quoter or other than the highest technically rated quoter; award a contract without discussions; or award a contract after discussions, whichever is in the best interest of the Government.

Quoters shall be required to submit a non-price quote that will be evaluated in accordance with solicitation procedures as set forth in this solicitation. The non-price quote will be more important than price. The nonprice quote will consist of the following factors: Performance Approach, Past Performance, and Socioeconomic Plan.

For the non-price evaluation, Performance Approach and Past Performance are of equal importance.

Performance Approach and Past Performance are each considered significantly more important than Socio- Economic Plan. A rating of LESS than Acceptable for the Performance Approach means the quote is ineligible for award, and the quote will not be further evaluated. This requirement will be awarded as a single Firm-Fixed- Price (FFP) contract. A pricing spreadsheet is included in the solicitation attachments for informational purposes only to assist with quote preparation; this is not a Level of Effort (LOE) requirement. All quotation instructions are contained within the RFQ document.

Continuation of Supplies or Services and Prices/Costs

Additional Information/Notes

The Government intends to unilaterally deobilgate any unliquidated obligations (ULOs) 90 days after each period of performance. Prior to doing so, the Contracting Officer (or Administrative Contracting Officer) will notify the contractor of the intended amount of deobligation and ask the contractor to confirm within one week that all invoices for the completed period of performance have been submitted and processed for payment (with the exception of any invoice for rate adjustment upon receipt of DCAA approved final rates for any cost-type CLINs or SLINs). Upon confirmation that all invoices have been submitted and processed for payment, or upon failure of the contractor to respond to the notification of the PCO/ACO of the intent to deobligate, the Contracting Officer or Administrative Contracting Officer will unilaterally deobligate the potential ULOs by reducing the funded amount to an amount equal to the invoiced/paid amount to the contractor for that contract period of performance.

Note: Reduction of cost-reimbursement CLINs or SLINs in accordance with the above DOES NOT change the obligations of either party under a Final Invoice submitted upon DCMA establishing final rates for each CLIN and or SLIN.

LIMITATION OF GOVERNMENT'S OBLIGATION (APR 2014)

(a) Contract line item(s) is/are incrementally funded. For this/these item(s), the sum of $ ____[Contracting Officer insert after negotiations] ____ of the total price is presently available for payment and allotted to this contract. An allotment schedule [Contracting Officer insert after negotiations] is set forth in paragraph (j) of this clause.

(b) For item(s) identified in paragraph (a) of this clause, the Contractor agrees to perform up to the point at which the total amount payable by the Government, including reimbursement in the event of termination of those item(s) for the Government's convenience, approximates the total amount currently allotted to the contract. The Contractor is not authorized to continue work on those item(s) beyond that point. The Government will not be obligated in any event to reimburse the Contractor in excess of the amount allotted to the contract for those item(s) regardless of anything to the contrary in the clause entitled "Termination for Convenience of the Government." As used in this clause, the total amount payable by the Government in the event of termination of applicable contract line item(s) for convenience includes costs, profit, and estimated termination settlement costs for those item(s).

(c) Notwithstanding the dates specified in the allotment schedule in paragraph (j) of this clause, the Contractor will notify the Contracting Officer in writing at least ninety days prior to the date when, in the Contractor's best judgment, the work will reach the point at which the total amount payable by the Government, including any cost for termination for convenience, will approximate 85 percent of the total amount then allotted to the contract for performance of the applicable item(s). The notification will state (1) the estimated date when that point will be reached and (2) an estimate of additional funding, if any, needed to continue performance of applicable line items up to the next scheduled date for allotment of funds identified in paragraph (j) of this clause, or to a mutually agreed upon substitute date. The notification will also advise the Contracting Officer of the estimated amount of additional funds that will be required for the timely performance of the item(s) funded pursuant to this clause, for a subsequent period as may be specified in the allotment schedule in paragraph (j) of this clause or otherwise agreed to by the parties. If after such notification additional funds are not allotted by the date identified in the Contractor's notification, or by an agreed substitute date, the Contracting Officer will terminate any item(s) for which additional funds have not been allotted, pursuant to the clause of this contract entitled "Termination for Convenience of the Government."

(d) When additional funds are allotted for continued performance of the contract line item(s) identified in paragraph (a) of this clause, the parties will agree as to the period of contract performance which will be covered by the funds. The provisions of paragraphs (b) through (d) of this clause will apply in like manner to the additional allotted funds and agreed substitute date, and the contract will be modified accordingly.

(e) If, solely by reason of failure of the Government to allot additional funds, by the dates indicated below, in amounts sufficient for timely performance of the contract line item(s) identified in paragraph (a) of this clause, the Contractor incurs additional costs or is delayed in the performance of the work under this contract and if additional funds are allotted, an equitable adjustment will be made in the price or prices (including appropriate target, billing, and ceiling prices where applicable) of the item(s), or in the time of delivery, or both.
