About this opportunity
The 316th Contracting Squadron is conducting market research to identify contractors able to provide executive airlift flight dispatch services; responses are due August 27, 2026. This is a sources-sought notice, not a formal solicitation, and does not guarantee a follow-on procurement.
Services cover 15 commercial derivative aircraft (four Boeing 757-200 C-32A, four Boeing 737-700 C-40B, and seven Boeing 737-700 C-40C) with 24/7/365 worldwide operational coverage supporting the President, Vice President, and senior government and military officials. Work is performed at the contractor's facility and must meet FAA Part 121 commercial airline standards. Four mission-essential task areas comprise the scope: flight dispatch services including flight planning, diplomatic clearance coordination, TOLD/W&B calculations, and flight plan filing up to 4.5 hours before takeoff; en-route flight monitoring with weather assessment and re-planning capability; flight operations service management including ACARS ground host processing, SATCOM management, and database administration; and semi-annual one-day dispatch familiarization training. The contractor must employ FAR Part 65 licensed dispatchers and maintain 24-hour contact capability. Phase-in must occur within 30 days of award; a phase-out plan is required six months before contract end. Performance thresholds allow no more than two late or incomplete deliverables monthly for most tasks, one untimely flight plan filing annually, and one incomplete safety-of-flight action annually. The proposed NAICS is 488190 (size standard $40 million). Respondents must submit an unclassified capability statement not exceeding ten single-sided pages to dione.brooks@us.af.mil and Jamahl.Tyson@us.af.mil. Questions close August 24, 2026 at 4 PM Eastern Daylight Time.
