About this opportunity

This notice announces the 316th Contracting Squadron's intent to procure flight dispatch services for eleven commercial derivative aircraft to be operated by the Department of the Air Force Headquarters District Washington. The contractor shall provide comparable services to existing commercial airline operations on a worldwide basis, 24 hours a day 7 days a week and 365 days a year, in compliance with all applicable laws and standards. A firm-fixed price contract is contemplated for an initial one-year base period and four one-year option periods. The solicitation is anticipated to be issued on September 7, 2021 via sam.gov and proposals will be evaluated utilizing full and open competition.

No set-aside designation will be used. The applicable NAICS code is 488190 with a $35 million size standard. The period of performance for the base period is February 1, 2022 through January 31, 2023, with four subsequent one-year option periods extending through January 31, 2027. Synopsis

The 316th Contracting Squadron intends to procure services for Executive Airlift Flight Dispatch of four Boeing 757-200 (designated C-32A), four Boeing 737-700 (designated C-40B) and seven Boeing 737-700 (designated C-40C) Commercial Derivative Aircraft (CDA). Although Very Important Person Special Air Mission (VIPSAM) operations are not identical to commercial operations, the geographical scope is worldwide and the level of service provided to Federal Aviation Administration’s Part 121 commercial ops is the most rigorous and thorough. The contractor shall provide flight dispatch services comparable to existing commercial airline 24/7/365 world-wide operations.  Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in the Performance Work Statement.  A firm-fixed price contract award is contemplated at a mutually agreed upon price for one base period and four option periods to follow.  This action will utilize full and open competition.  The applicable North American Industry Classification System (NIACS) code is 488190, with a business size standard of $35M.  The anticipated period of performance for the base period is 1 February 2022 through 31 January 2023.  This action includes four (4) subsequent, 12 month option periods; spanning from 1 February 2023 through 31 January 2027.  It is anticipated the solicitation (FA286021R0013) will be issued electronically on or about 27 September 2021 on the Contract Opportunities web page at sam.gov.  Paper copies will not be available.  Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for any updates/amendments to any and all documents.  All prospective contractor must be registered in the Entity Registrations in order to be eligible for award.  Information concerning Entity Registration requirements may be viewed via sam.gov.  The primary point of contact for this synopsis is Mr. Craig McClain and can be reached at craig.mcclain.2@us.af.mil or alternate point of contact Mr. William Jee at william.jee@us.af.mil.
