About this opportunity

The Naval Air Warfare Center, Weapons Division at China Lake, California is procuring specialized training services focused on TPI/TSP/PSP methodologies and systems engineering-centric training. This requirement falls under Professional and Management Development Training (NAICS 611430) and is being conducted on a sole source basis rather than through full and open competition. Interested firms must submit a written capability statement by January 5, 2026—five days after the notice publication date of December 23, 2025—demonstrating their experience, assets, background, and ability to perform the work while maintaining quality, accuracy, reliability, and schedule adherence. The capability statement should reference solicitation number N6893626Q5054 and be submitted via email to Beth Exzabe at Beth.a.exzabe.civ@us.navy.mil. All responsive firms must maintain an active registration in the System for Award Management (SAM) database, with particular attention to the recent requirement for notarized letters identifying authorized Entity Administrators for new or updated registrations.

This procurement is designated with no set-aside and is being sole sourced to Exceptional Difference LLC, located at 531 S Gay Street, Suite 1402, Knoxville, Tennessee 37902, based on the company's unique capability to provide the required training methodologies. This is a continuation or follow-on to training currently integrated into the agency's systems of engineering development, indicating an established relationship with the current contractor. The pre-solicitation notice does not specify contract award values, budget ranges, or service timelines; however, the follow-on nature of the requirement suggests this is a continuation of existing work rather than a new initiative. The Department of the Navy will consider written responses from other firms that believe they can fulfill the identified requirements, though the incumbent contractor remains the intended recipient of the award absent compelling evidence of superior capability.

All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Unique Entity ID  number before the registration will be activated.  It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an 'Active' status as the government cannot award to an entity without an 'Active' SAM registration.
