About this opportunity

The General Services Administration Federal Acquisition Service Assisted Acquisition Services Federal Systems Integration and Management Center issued a sole-source justification for a bridge task order under the ASTRO Multiple Award IDIQ Development/Systems Integration Pool contract (47QFCA26F0015) to support the Department of Defense's Mission Awareness Capabilities Ramp-up and Optimization (MACRO) program. Applied Research Associates, Inc. (ARA) was awarded the Cost-Plus-Fixed-Fee task order on March 25, 2026, to provide comprehensive system engineering services including program management, analytical and execution planning services, engineering development and integration, test and evaluation, and training support. The sole-source justification was granted under FAR 16.507-6(b)(1) based on urgent mission-critical needs and the impracticability of conducting competitive fair opportunity procedures, as the current MACRO task order expires March 29, 2026, and must continue uninterrupted until the competitive follow-on INVICTA task order is awarded in January 2027. The bridge task order includes a 6-month base period with one optional 6-month extension, with the primary place of performance at Fort Belvoir, Virginia, and additional locations throughout the Continental United States and overseas. While the specific award value was not disclosed in the notice, the government determined the anticipated cost to be fair and reasonable based on historical cost data, Forward Pricing Rate Agreements, and cost realism analysis, with the transition to a CPFF contract type expected to generate cost savings by eliminating the Contract Access Fee.
