About this opportunity

The General Services Administration Federal Acquisition Service Assisted Acquisition Services has issued a sole source justification for a task order to BAE Systems under the OASIS Unrestricted Pool 1 contract, supporting the U.S. Army Intelligence and Security Command's (INSCOM) Army Open-Source Intelligence (OSINT) Office. The task order will provide professional services including OSINT collection, exploitation, dissemination, training, capability management, and readiness support, with a total performance period of one year (February 1, 2025 through January 31, 2026). The contract is structured as a cost-plus-award-fee (CPAF) arrangement, awarded as a bridge task order to prevent a critical service gap. The sole-source justification is based on the need to continue essential OSINT services without interruption, as competitive procedures would result in an unacceptable 10-month gap in critical intelligence support. While the exact contract value was not specified, the task order will be competitively priced through an independent government cost estimate and cost realism analysis, covering program management, collection of publicly available information, OSINT training, technology assessments, and readiness support across domestic and international locations.

Notice text

GSA AAS, in support of the U.S. Army INSCOM’s Army OSINT Office, proposes the
award of a sole source cost-plus-award-fee (CPAF) Task Order (TO) to provide
professional services in the areas of OSINT collection, exploitation, and dissemination;
OSINT training; OSINT capability management; and OSINT readiness. The proposed
TO will be awarded against the GSA One Acquisition Solution for Integrated Services
(OASIS) Unrestricted Pool 1 contract. The proposed TO will be awarded no later than
January 31, 2025. This sole source effort will allow for mission essential activities to
continue once the current INSCOM AOC TO (47QFCA19F0040) ends on January 31,
2025.

Awarded contract GS00Q14OADU103 to unknown vendor for unknown amount on 2025-01-27.
