About this file

This is a Justification for an Exception to Fair Opportunity document for a sole-source bridge task order to BAE Systems under the OASIS Unrestricted Pool 1 contract. The task order will support the U.S. Army Intelligence and Security Command's (INSCOM) Army Open-Source Intelligence (OSINT) Office with OSINT collection, exploitation, dissemination, training, capability management, and readiness services.

The bridge task order will have a 6-month base period (02/01/2025 through 07/31/2025) and one 6-month option period (08/01/2025 through 1/31/2026) for a total period of performance of one year. It will be awarded as a cost-plus-award-fee (CPAF) contract by GSA's Assisted Acquisition Services. The sole-source award to incumbent BAE Systems is deemed necessary because the current task order expires on January 31, 2025, and competitive procedures would result in an unacceptable 10-month gap in critical OSINT services. The work includes program management, collection and exploitation of publicly available information, OSINT training across CONUS and OCONUS locations, capabilities management including technology assessments, and OSINT readiness support. The price will be determined fair and reasonable through price analysis comparing BAE's proposed pricing to the Independent Government Cost Estimate and cost realism analysis.
