About this opportunity
The Federal Aviation Administration is conducting a market survey for the acquisition of a Bobcat E20 T4 Compact Excavator or equivalent, as detailed in the attached specification sheet. The FAA seeks to gather information from qualified vendors to develop a source list and determine the appropriate acquisition strategy, including whether to set aside the competition for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Interested vendors must submit a capability statement demonstrating their qualification to provide the required equipment, proof of authorization from the original equipment manufacturer or status as an authorized distributor, documentation of past performance on similar contracts, and proof of registration in the System for Award Management (SAM). The evaluation will focus on vendors' capability statements, authorized dealer status, type of services provided, and detailed past performance information on similar equipment and services contracts. All responses must be submitted to Haylee Hildebrand at haylee.p.hildebrand@faa.gov by July 2, 2025, at 2:00 PM Central Time, marked as "6973GH-25-MS-03385 Excavator Market Survey response."
This procurement falls under NAICS code 333120 (Construction Machinery Manufacturing) with a small business size standard of 1,250 employees, and currently has no set-aside designation as the FAA is using this market survey to determine whether adequate competition exists among small businesses to justify a future set-aside. The specifications call for a compact excavator with 15.0 HP, auto-shift transmission, auxiliary hydraulics, boom-mounted quick couplers, and safety certifications including ROPS, TOPS, and FOGS, along with additional equipment such as a 12" trenching bucket, nitrogen breaker, and auger drive unit. The equipment must include a 2-year or 2,000-hour warranty, though no specific award values, quantities, or delivery timelines are specified in this pre-solicitation phase. No incumbent contractors are identified, and vendors with 8(a) or Service-Disabled Veteran-Owned Small Business certifications are encouraged to provide documentation of their status. The market survey responses will be used solely for informational purposes to shape the acquisition strategy, with the FAA clarifying that this is not a request for proposals and no costs will be reimbursed for survey preparation.
