About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis is seeking to procure an annual license renewal for EXata/QualNet, a Modeling and Simulation (M&S) tool designed to emulate high-fidelity Tactical and Enterprise Networks for the U.S. Army. EXata/QualNet serves as a critical platform for simulating both Program of Record (POR) and emerging Army capability systems, with native integration capabilities for Cyber and Electromagnetic Warfare effects and the ability to federate with other Army models such as One Semi-Automated Force (OneSAF) through an open DIA/HLA architecture. The procurement supports the Army's strategic need for real-time hardware-in-the-loop simulation capabilities that enable network planning, training, and operational testing across multiple Army organizations. The Pre-Solicitation Notice was posted on March 12, 2026, with a due date of March 17, 2026 for interested parties to respond or submit questions regarding this opportunity.
This procurement involves no set-aside designation and is being conducted as a sole-source acquisition with Keysight Technologies, Inc., the exclusive developer and provider of both the EXata COTS product and the Government-Off-The-Shelf (GOTS) Joint Network Emulator (JNE) that utilizes EXata as its core environment. Keysight Technologies has established itself as the sole-source provider through over $30 million in project funding over the past decade and more than $50 million in COTS solutions sales, with the JNE product currently deployed across multiple Army organizations including Army Operational Test Command at Fort Hood, Aberdeen Proving Group, and other major Army facilities. The scope of this renewal encompasses multiple subscription offerings for EXata Base Network Emulation Software and associated libraries, including Federation Interfaces Library, Urban Propagation Library, and Military Radios Library, with support for up to 1,000 network entities. The contract opportunity falls under NAICS Code 513210 (Software Publishers) and PSC Category 7F20 (IT and Telecom - IT Management Tools/Products).
Notice text
EXata/QualNet is a Modeling and Simulation (M&S) tool that emulates high-fidelity Tactical and Enterprise Networks of the US Army that are either a Program of Record (POR) or emerging in the Army’s capability development portfolio. This M&S tool was also designed to federate with other models such as the Army’s POR Force on Force model One Semi-Automated Force (OneSAF). EXata/QaulNet also uses an open DIA/HLA architecture allowing it to incorporate real time hardware in the loop. This software platform is also capable of integrating and representing Cyber and Electromagnetic Warfare effects natively.
