Sole Source Letter Summary
This sole source letter from Keysight Technologies, Inc. (dated January 27, 2025) justifies the sole-source procurement of EXata network simulation software and the Joint Network Emulator (JNE) product. Keysight Technologies is identified as the sole developer and provider of both EXata, a market-leading Commercial-Off-The-Shelf (COTS) product for real-time simulation of large-scale networks with approximately 1,000 commercial, government, and university customers, and JNE, a Government-Off-The-Shelf (GOTS) product that utilizes EXata as its core environment. The company has demonstrated significant expertise in wireless communication networks, cyber-physical systems, and spectrum cyber operations, with over 20 awarded SBIR Phase 1, 2, and 3 projects and more than $30 million in additional project funding over the past decade, plus over $50 million in COTS solutions sales.
JNE was developed under a 5-year, $11 million ID/IQ Phase 3 SBIR award and is currently deployed across multiple Army organizations including Army Operational Test Command at Fort Hood, Texas; Aberdeen Proving Group PEO C3T; Distributed Test Technology Center at Huntsville, Alabama; Redstone Arsenal AvMC; and Fort Gordon CDID. JNE provides real-time Live-Virtual-Constructive (LVC) modeling capabilities for applications testing, network planning, and training, enabling seamless integration of live radio networks with emulated networks. A separate Phase 3 SBIR award with a ceiling of $15 million is under active negotiation for expanded Army and Navy use. Keysight's products require direct vendor support for installation, training, and software utilization, supporting the sole-source justification. The letter was certified by Craig Oldaker, Sr. Contracts Manager.

SOLE SOURCE LETTER
Keysight Technologies Network Simulator: EXata is a COTS product that is a market-leader in real-time simulation of large-scale networks. EXata has a user base of close to 1000 commercial, government and university customers that have used our tools to simulate a variety of DoD and commercial networks. Keysight Technologies is the sole developer of EXata.
Keysight has significant experience with wireless communication networks, cyber-physical systems, and full spectrum cyber operations. Keysight has been awarded over 20 SBIR Phase 1, 2, and 3 projects in these areas and additional projects worth over $30M over the past 10+ years. In addition, Keysight has also developed advanced M&S solutions as Commercial-Off-The-Shelf (COTS) product offerings and sold over $50M worth of solutions in these areas.
Keysight is also the developer of the Joint Network Emulator (JNE). This is a GOTS product which utilizes EXata as its core network simulation environment. Keysight was awarded a 5-year, $11M
ID/IQ Phase 3 SBIR award to transition the JNE capability (that was developed from a prior Phase 2
SBIR effort) into DoD programs and was originally funded by the JTRS JPEO and Army Operational
Test Command. The objective of JNE is to create high fidelity models of tactical radio networks and seamlessly connect a live radio network to an emulated network in JNE such that the resulting network can be a realistic representation of larger operationally relevant scenario. Similarly, the emulated tactical network in JNE can be connected to live applications and network management and instrumentation software to enable a development tester or a mission network planner to assess performance of the applications against realistic operational scenarios and use the same tools as used by the live networks to instrument and monitor the emulated network in JNE.
JNE is currently being used by several Army organizations (e.g., Army Operational Test Command at
Ft. Hood TX; POC: Mr. John Diem, Aberdeen Proving Group PEO C3T, PM TN ETB; POC: Mr. Joseph
Sharpe, Distributed Test Technology Center at Huntsville AL; POC: Dr. Ken Lesueur, Redstone
Arsenal AvMC, Huntsville, AL; POC: Mr. John Fleischman; Ft Gordon CDID, POC: MAJ Joseph Schultz:
to provide a real-time LVC modeling capability for use in the areas of applications testing, network planning and training. A separate Phase 3 award with a ceiling of $15M is actively under negotiation to further expand JNE for use of Army and Navy customers.
Keysight Technologies is the sole provider for EXata and the Joint Network Emulator (JNE) as well as all associated add-on modules and training. These products have a very specific use and require direct support by Keysight in the installation, training, and use of the software.
