Notice text

The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to recent heavy rain and with resultant flooding conditions to relieve imminent hazards to life and property. The work under this project shall protect the west bank of Sackett Creek that suffered significant erosion in the late summer of 2011 due to Hurricane Irene and Tropical Storm Lee. This repair shall also reduce the sediment load into the Susquehanna River.

The project focuses on the installation of approximately 535' of sloped rock riprap lining to stabilize the channel of a stream passing near a home, barn, and two businesses. Portions of eroded areas, which were initially filled with gravel and stone as an emergency stop-gap repair, will be excavated, regraded, and permanently protected with toe rock and sloped riprap sized and installed to withstand this rainfall event. The riprap lining will continue through, and tie into, the existing sloped riprap to stabilize the west bank of the channel. Additionally, this will capture and redirect an existing high flow watercourse back to the main channel. The project is located south of NYS Rt. 282., in the Town of Nichols, New York. The site can be located at 42.0244° N Latitude and 76.3841° W Longitude - near the Dandi-Mart truck stop.

A bid guarantee of 20% of the bid price will be required with any bid. Performance and Payment Bonds in the amount of 100% will be required within 3 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired.

A firm-fixed price award is anticipated and is being set aside for Small Business residing or primarily doing business in the New York State counties of Albany, Broome, Bronx, Chenango, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Fulton, Franklin, Greene, Hamilton, Herkimer, Kings, Montgomery, Nassau, New York, Oneida, Orange, Otsego, Putnam, Queens, Rensselaer, Richmond, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester. The local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

The solicitation package, construction drawings and specifications will be posted and available from this site on or about May 16, 2014. Estimated date for bid opening will be on or about June 17, 2014. A pre-bid site showing is being planned for Tuesday, June 3, 2014, the details of which will be specified in the solicitation package.

Price Range is between $100,000 - $250,000
