About this opportunity
Naval Sea Systems Command, on behalf of the NATO SEASPARROW Project Office, is seeking industry concepts for development, production, and in-service support of a Next Significant Variant (NSV) of the Evolved SEASPARROW Missile (ESSM) system, with responses due by December 3, 2026 at 17:00 Eastern Time. This is market research only; no funding is currently available and responses do not obligate the Government or preclude future participation.
The NSV must be a complete Guided Missile Assembly (GMA) or subsystem releasable to 12 NSPO consortium nations: Australia, Belgium, Canada, Denmark, Germany, Greece, Netherlands, Norway, Portugal, Spain, Turkey, and the United States. The missile must fit within a 10-inch diameter to accommodate Mk 41 Vertical Launching System tactical modules in quad-pack canisters while minimizing weight and maximizing performance.
Responses must address complete system capabilities: airframe, propulsion, guidance/navigation/control, seeker, kill mechanism, control actuation, datalink/communications, and software architecture capable of engaging current and future threats across varying velocities, altitudes, maneuverability profiles, and contested RF/EO/IR environments. The Government anticipates employing Modular Open Systems Approach (MOSA) principles with maximum government rights in technical data, computer software, and source code consistent with Defense Federal Acquisition Regulation Supplement requirements.
Respondents must address International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Buy American Act compliance. Capabilities statements must not exceed 15 pages (plus optional 10-page classified supplement) in PDF format, 12-point Times New Roman, 1-inch margins. A Non-Disclosure Agreement must be completed by October 19, 2026 to receive additional technical requirements. Submit to Contracting Officer Megan Galloway and Contract Specialist Allie Mullin.
