About this opportunity
The Office of Naval Intelligence, under the Department of the Navy Naval Supply Systems Command, has published a Special Notice for Event Support Services in Honolulu, Hawaii. The notice announces the agency's intent to conduct a sole-source procurement with Polynesian Adventures, the incumbent vendor located in Honolulu. This is a Firm Fixed Price contract for ground transportation services classified under NAICS 561599 (All Other Travel Arrangement and Reservation Services) and PSC V999 (Transportation/Travel/Relocation: Other). The Special Notice was posted on April 14, 2026, with a response deadline of April 21, 2026. While the procurement is being pursued as a single-source award under FAR 13.1063 and FAR 6.3021(b)(ii), the Government has stated it will consider any quotations received from other potential sources.
The procurement supports a scheduled Government travel requirement for ground transportation services during a foreign attaché trip from April 25 to May 2, 2026, to the islands of Oahu and Kauai. Polynesian Adventures is identified as the sole capable source because the company is the only Department of Defense-approved vendor in Hawaii qualified to provide these specialized services, and it previously supported this requirement in Fiscal Year 2024. The Government is actively seeking a discount from the vendor's standard schedule prices pursuant to FAR 8.404(d). Contractors interested in responding must submit quotations by April 21, 2026, understanding that the Government retains sole discretion in determining whether to proceed with competitive procurement based on responses received. The contract will be subject to various FAR and DFARS clauses, including provisions related to telecommunications security, COVID-19 safety protocols, and electronic parts sourcing.
