About this file

This is a Limited Source Justification and Approval (LSJ) document from the Department of the Navy, Office of Naval Intelligence, dated March 23, 2026, for a bus transportation requirement.

The requirement is for bus transportation services provided by Polynesian Adventure Tours for a spring attache trip to the islands of Oahu and Kauai, Hawaii, from April 25 to May 2, 2026. The justification cites FAR 16.505(b)(2)(i)(B) as the authority for the sole-source award, establishing that only one awardee—Polynesian Adventure Tours—is capable of providing the supplies or services required at the level of quality required because the services are unique or highly specialized. The document states that Polynesian Adventure Tours is the only Department of Defense-approved vendor in Hawaii capable of providing these services. Market research was conducted via internet search and review of an approved vendor list, which confirmed the sole source determination. A prior sole-source contract was awarded to the same vendor for the Fall 2023 Attache Trip to Oahu and Kauai, referenced as supporting fact for this requirement. No acquisition plan is required as the acquisition falls below DFARS 207.103 thresholds. Technical certification was provided by the Navy Foreign Attache Affairs Office (Branch Chief, NIA-N33), and contracting officer certification was completed by Kevin Andrew Williams on April 14, 2026.
