About this opportunity

The U.S. Department of State's Bureau of Overseas Buildings Operations seeks to procure event data recorders for overseas facilities, with revised proposals due September 29, 2026 at Noon EST and an earlier questions deadline of August 18, 2026. This is a 100% Small Business Set-Aside, awarding a single IDIQ contract for one base year plus one six-month option period.

Place of performance is Washington, DC. The contractor must deliver and install 3,719 vehicle data recorders plus 372 spares across 41 current sites and 865 units plus 87 spares for five future sites, along with 207 wireless systems plus 41 spares for current sites and 38 units plus 6 spares for future sites, across the Department's fleet of over 12,000 vehicles at 265 overseas locations.

Systems must capture triggering events (collisions, rapid acceleration/deceleration, swerving, excessive speed) with dual-lens capability (forward-facing 180-degree and interior cabin views), audio recording (disableable), and metadata including time, date, speed, and location. All hardware must exclude components sourced from the People's Republic of China. Systems must employ WPA2-Enterprise or WPA3-Enterprise encryption, include geo-fencing technology, and prohibit cellular connectivity, Bluetooth capability, and real-time vehicle tracking. The data review center must be located in the continental United States with reviews conducted by U.S. citizens holding Moderate Risk Public Trust clearance; data must be stored on government-approved cloud services (such as AWS for Government) and assessed for FISMA compliance.

The contractor must provide two annual training sessions, participate in biannual planning meetings and program reviews, host an annual four-day workshop in Washington DC, and embed one full-time employee with the Safety, Health, and Environmental Management Office. Evaluation criteria emphasize technical merit more heavily than cost. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services; the PSC code is 6610, Flight Instruments.
