Notice text
The requirement is to provide a strategic evaluation of U.S. foreign assistance as a tool to reducing future violent conflict risks in designated fragile states. These services require a review of existing literature and research in this area, semi-structured interviews with experts in this area (principally in Washington, D.C.), quantitative analysis of available data on foreign assistance spending and stability/fragility risk assessments, qualitative analysis of a limited number of associated country case studies, and completion of a report for senior assistance planners and policymakers. This will allow the Office of U.S. Foreign Assistance Resources (F) to accomplish its mission to mobilize strategic thinking, analysis, and data to enhance how the United States employs foreign assistance to address the challenges of state fragility and violent conflict prevention. Furthermore, it will enable F to effectively contribute to the ongoing National Security Council-led policy planning process on enhancing U.S. efforts to prevent violent conflict in fragile states.
