About this opportunity
The Internal Revenue Service (IRS) is seeking an Evaluation Management System (EMS) to replace or supplement its current Training Evaluation and Measurement for Performance Optimization (TEMPO) system. This Sources Sought Notice is issued solely for market research and planning purposes and does not constitute a binding commitment or formal request for proposals. The IRS seeks capability statements from 8(a) certified vendors under NAICS Code 611710 (Educational Support Services) who can provide a commercial off-the-shelf EMS product that collects, stores, and reports on multiple levels of training evaluation data (Levels 1-4) in compliance with federal regulations. Required system capabilities include integration with the IRS Learning Management System and Integrated Talent Management System, support for approximately 100,000 IRS employees, web-based architecture with FedRAMP compliance, configurable dashboards, multiple data entry methods (electronic and paper scanning), and reporting in various formats compatible with Microsoft Office and Adobe PDF. The deadline for submitting capability statements is January 28, 2026, at 2:00 PM PST to Parvinder.s.brar@irs.gov, and vendors must include standard company information, UEI number, CAGE code, SAM registration status, proof of 8(a) certification, and identification of any associated GWAC vehicles such as GSA Schedule or OASIS+ contracts.
This procurement is designated as a Competitive 8(a) set-aside, meaning only 8(a) certified small businesses are eligible to respond. The incumbent contractor is PTG International, which currently operates under Contract No. 2032H5-20-C-00052 expiring February 28, 2026, and the new contract would commence on March 1, 2026. The Performance Work Statement establishes a base contract period of one year (March 1, 2026 through February 28, 2027) with four optional one-year renewal periods extending through February 28, 2031. The IRS requires the system to support approximately 100,000 employee evaluations and accommodate processing of 300 paper and 30,000 electronic evaluation forms monthly, storage of over 20 billion records from existing systems, and delivery of annual service deliverables including enterprise-level hosting, eight training sessions, consulting and administrative support totaling 160 hours monthly, and 280 hours annually of development support (with an additional 500 hours in the base year). While no specific budget range is disclosed in the notice, vendors must provide pricing per unit with their desired line item structure (hourly, per-job, monthly, or other) as part of their capability statement submissions.
