About this file
This is a Sources Sought Questionnaire designed to conduct market research for the Internal Revenue Service (IRS) regarding an Evaluation Management System (EMS) procurement. The IRS is seeking to replace or supplement its current Training Evaluation and Measurement for Performance Optimization (TEMPO) system and is soliciting capability statements from 8(a) certified vendors under NAICS Code 611710 (Educational Support Services) with a $24.0 million size standard. Responses must be submitted by January 28, 2026, at 2:00 PM PST to Parvinder.s.brar@irs.gov. This is a pre-solicitation notice only and does not constitute a binding commitment or request for formal quotes or proposals; all response costs are the responsibility of interested parties.
The questionnaire requires vendors to provide standard company information including legal name, UEI number, CAGE code, SAM registration status, and socio-economic classifications. Technical capabilities must be addressed, specifically detailing whether the proposed EMS can collect multiple levels of evaluation data (end-of-course surveys, scored testing, manager/employee behavior surveys); store and report on objectives met with remediation recommendations; provide configurable interactive dashboards; offer partial and full test scoring; interface with ITM systems; migrate over 20 billion records from existing systems; and support both electronic and paper scannable data entry methods. Vendors must also provide past federal experience with similar services, pricing per unit with desired line item structure (hourly, per-job, monthly, etc.), and identify any associated GWAC vehicles including GSA Schedule or OASIS+ National contracts.
