About this opportunity
The U.S. Coast Guard Aviation Logistics Center is seeking evaluation, calibration, and potential repair services for Actuator and Trim/Feel Test Sets (Part Number 418-65037-004) used for critical flight safety maintenance on MH-65 series helicopters. This solicitation represents a sole-source procurement under Solicitation Number 70Z03825QE0000057, structured as a Request for Quotation for commercial items under FAR subparts 12.6 and 13. The Coast Guard plans to award a firm-fixed price purchase order exclusively to Safran Electronics and Defense, Avionics USA, LLC, which serves as the original equipment manufacturer and sole authorized repair provider for these specialized test sets. Key requirements include performing all repairs according to OEM specifications, returning items to ready-for-issue condition, and providing detailed documentation through the Coast Guard's Asset Computerized Maintenance System. Quotations were due by July 11, 2025, at 4:30 p.m. Eastern Time, with an anticipated award date of July 14, 2025, and email submissions preferred to Geneva.K.James@uscg.mil.
This procurement operates without any set-aside designation and is classified as an unrestricted requirement under NAICS code 811210 with a small business size standard of $34 million in average annual receipts. Safran Electronics and Defense, Avionics USA, LLC (CAGE Code 003T0) is identified as both the incumbent and intended sole-source contractor, having originally developed this specialized test equipment as Sagem Avionics before becoming part of Safran. The initial contract calls for evaluation of eight test sets with a required 60-day turnaround time after receipt of order, plus an option to evaluate up to ten additional units under the same pricing and terms within one year of award. An addendum to FAR clause 52.212-4 allows the Coast Guard to request additional unit evaluations through order modifications, with repair costs to be negotiated and funded separately. While specific contract values are not disclosed in the available documentation, the Coast Guard will determine fair pricing through comparison with previous purchases and similar industry items.
