About this file
This document is a Justification for Other Than Full and Open Competition issued by the U.S. Coast Guard for the evaluation and calibration of Actuator and Trim/Feel Test Sets. The Coast Guard intends to procure these services solely from Safran Electronics & Defense, Avionics USA, LLC, as the original equipment manufacturer (OEM) for eight test sets, with an option to evaluate up to ten additional units. The test sets are critical for maintenance and installation of MH-65 series helicopter Actuators and Trim/Feel units, which are flight safety components.
The justification is based on Safran being the only authorized repair provider, owning all rights to service manuals, technical data, and specifications. The company was originally Sagem Avionics and is now part of Safran, having developed the test equipment specifically for MH-65 helicopters in partnership with Airbus Helicopters. The procurement will be conducted under Simplified Acquisition Procedures, with a combined synopsis/solicitation to be posted on SAM.gov, allowing other sources to submit capability statements. The Coast Guard will use methods like comparing proposed prices to previous purchases and similar industry items to determine fair pricing.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
The original OEM of these Test Sets is Sagem Avionics which is now part of Safran. This test equipment was specifically designed for use on the MH-65 helicopters in partnership with the helicopter’s OEM, Airbus Helicopters, Inc. This is the only test equipment capable of ensuring the continued airworthiness of the MH-65 helicopter and is approved for use by the USCG’s Aircraft Configuration Control
Board (ACCB).
Market research has revealed that Safran is the only authorized repair provider for these test sets. Safran owns all rights to the service manuals, technical data, performance specifications, and drawings required to perform evaluation, calibration, and repair work on these
Test Sets. The proprietary rights to the technical data necessary to have this equipment serviced by other than the OEM are not owned by the Government nor are they licensed to any commercial sources.
These services are not available from any mandatory Government source IAW FAR 8.002 or from any non-mandatory source IAW FAR
8.004. Safran does not have any other authorized repair facilities. A combined synopsis/solicitation will be posted to the Contract Opportunities section of the web site at www.sam.gov. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
