About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure Ethernet switches under National Stock Number (NSN) 7H-5895-016965007, Technical Data Package Version 001. This procurement requires engineering source approval from the design control activity to maintain part quality, meaning the supplier must possess unique design capability, specialized engineering skills, and manufacturing or repair knowledge that are not economically available elsewhere to the Government. The approved source or sources retain critical data rights, manufacturing knowledge, or technical data that are essential to maintaining the part's quality, and any alternate sources must qualify according to procedures established and approved by the cognizant Government engineering activity. The procurement falls under PSC Category 7G20 (IT and Telecom - Network: Analog Voice Products). While specific evaluation criteria are not detailed in this pre-solicitation notice, the qualification and approval process by the Government's engineering activity will be a primary determinant of contract award. Interested parties can access Military and Federal Specifications, Qualified Products Lists, and other standardized documents through ASSIST-Online or by contacting the DoD Single Stock Point (DODSSP) at 215-697-6396.

This is a non-set-aside procurement with a requirement for two units of the Ethernet switch on a FOB Origin basis. The due date for responses or proposals is March 5, 2026, providing potential bidders with an extended timeline to prepare their submissions and obtain necessary approvals from the Government's engineering control activities. The notice was originally posted on December 1, 2022, indicating this is a long-lead opportunity with considerable advance notice for qualified suppliers. No specific award value or budget range is provided in this pre-solicitation notice, and no incumbent contractor is named. Given the emphasis on source approval and qualification procedures, interested parties should immediately begin coordination with the cognizant Government engineering activity to understand approval requirements and technical specifications before submitting formal proposals.
