About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego has issued a Special Notice regarding a sole source procurement for Ethernet services. This notice, posted on March 2, 2026, indicates the government's intention to award a contract exclusively to AT&T of California for telecommunications infrastructure and services. The contract falls under Federal Acquisition Regulation (FAR) Parts 12 and 13, allowing for simplified acquisition procedures. The procurement is categorized under Wired Telecommunications Carriers (NAICS 517111) and IT and Telecom - Network services (PSC DG11). This Special Notice is not a competitive solicitation but rather a notification of the government's intent to sole source the requirement.
The procurement objective is to establish Ethernet connectivity at Naval Postgraduate School (NPS) in Monterey, California, specifically connecting the Defense Biometric Identification System (DBIDS) gateway through multiple infrastructure points to the NPS telecommunications network. The contract includes four separate service components: two 100 MB port bandwidth services and two 10 MB committed information rate services, all utilizing optical single-mode fiber handoffs at locations on University Circle and Grace Hopper Avenue. Interested parties must submit information demonstrating their capability to meet this requirement by the March 5, 2026 deadline at 11:00 AM Pacific Standard Time. The government justifies sole sourcing to AT&T based on the company's exclusive ownership of telephone infrastructure in the NSA Monterey geographic area and the critical nature of the service for Entry Control Point security operations. The government reserves the right to conduct a competitive procurement based on responses received, though this is not a formal request for quotes.
